Contractor , director general of the Indian Coast Guard, said the Sethusamudram channel was a “security risk” to the country. This is the first time such a top defence official has gone on record against the project. Contractor said there are chances of militants using this channel. “Security issues are bound to arise. It’s a sea, its waters are shared, the maritime area is common by virtue of the close boundary lines between Sri Lanka and us, so obviously the implications are more there.”  Naval experts agree that the Liberation Tigers of Tamil Ealam (LTTE) terrorists can attack passing ships, and the shallow seabed of the gulf also makes it easier to place sea mines.  In addition, maritime piracy has become a lucrative alternative for terrorist groups to find funding. “They capture ships and hold them to ransom. The going rate right now is about $100,000 (Rs39.4 lakh) per ship,” said former Capt. H. Balakrishnan. The proceeds are used to procure weapons of destruction. “The threat of maritime terrorism is being recognized world-wide and British security adviser Admiral Sir Alan West, had said terrorist organizations such as Al Qaeda have realized how important maritime is and how sea-borne terrorism could cripple global trade,” Balakrishnan said. Last February, Navy chief Admiral Sureesh Mehta had warned that the Indian Ocean region had emerged as a hub of global terrorism and the risk from LTTE was real.  Meanwhile, the Supreme Court has given the government five more weeks to draft an affidavit to explain the cultural significance of the coral walkway —the Adam’s Bridge—also known as Ram Sethu. The court has also asked the government to explain why this particular channel alignment was chosen out of the six alternatives, and what studies have been conducted to verify the historicity of the bridge, believed by Hindu organizations to have been built by the Hindu god Ram.  Priyanka P. New Delhi: As a new controversy erupted over the Sethusamudram project, the Congress today said a holistic approach is needed to be arrived at after a cogent study of the issue. But the party sidestepped questions on whether the implementation of the project would be delayed because of the various rows. “We don’t want to bulldoze. We have to convince the Supreme Court. You don’t go by individual ministry’s view,” was the refrain of AICC Media Department Chairman M Veerappa Moily. He said the matter is before the Supreme Court and has opened up a lot of issues that have to be sorted out. “The BJP is not against the Sethusamudram project. But if the senior-most official of the Coast Guard is talking about security concerns, it is a big thing,” BJP spokesman Ravishankar Prasad said.

“The government should take due note of it. We would like the concerns of the Coast Guard to be reflected in the affidavit which the government will be filing in the Supreme Court,” he said.

The Supreme Court on Thursday granted another four weeks to the Centre to file affidavits related to the Sethusamudram project which is in the midst of a controversy over Rama Setu.A bench headed by Chief Justice K G Balakrishnan accepted the request of Additional Solicitor General R Mohan that the two weeks time granted to the Centre on January 16 to file the affidavits be extended by four weeks and posted the matter for hearing in the first week of March.Janata Party president Subramanium Swamy, who is one of the petitioners opposing the project, said it should be made clear that the Centre should not ask for any further adjournment and file two separate affidavits.He reminded that the court had asked the Centre to review the alignments of the Sethusamudram project and, secondly, whether the Rama Setu, a mythical bridge situated south-east off Rameshwaram connected to the Talaimanar coast of Sri Lanka  can be declared as a protected ancient monument.Attorney General Milon K Banerji on January 16 had informed the court that a committee appointed by the Centre was re-examining the feasibility of the project.During the last hearing, Swamy had said the Centre has not yet responded to the order passed by Madras high court asking it to conduct an archaeological investigation whether Rama Setu could be declared as protected ancient monument.He said before his petition was transferred to the apex court, the high court had specifically directed the Centre to investigate whether Rama Setu qualifies to be categorised as a historical monument.Instead, the Centre came out with two controversial affidavits questioning the existence of Lord Rama and manmade bridge Rama Setu which was withdrawn after large scale protest, Swamy had said. http://www.rediff.com/news/2008/jan/31sethu.htm  Thursday, 31 January 2008UPA Govt may put Ram Setu project on hold The contentious Sethu Samundaram project is likely to be put on hold as after facing uproar from the Sangh Parivar over the issue, the United Progressive Alliance (UPA) Government has been looking for a face saver that would allow it to exit the project. Baalu said Thursday.“The project is a 150-year-old dream of the Tamils that will bring economic prosperity to the entire south. All those who oppose it are the enemies of Tamil Nadu and of the progress of south India,” Baalu told reporters during the inauguration of the annual leather fair here.His comments came on a day Indian Coast Guard (ICG) chief Vice Admiral Rusi Contractor told reporters in New Delhi that the project has “security implications” because the project is close to the India-Sri Lanka maritime boundary and these have been “conveyed” to the government.Baalu, however, did not make a reference to Contractor’s remarks.The project envisages creating a shorter sea route between India’s eastern and western coasts by dredging a shallow part of the Palk Strait between India and Sri Lanka. Several Hindu groups as well as the Bharatiya Janata Party (BJP) have opposed the project, saying it would affect an undersea formation known as Adam’s Bridge, or Ram Setu mentioned in the Hindu epic Ramayana.Baalu represents the DMK, Tamil Nadu’s ruling party and a constituent of the United Progressive Alliance (UPA), which has been insisting on going ahead with the project. Adding fuel to the Ram Setu controversy, Director-General of Indian Coast Guard has cautioned that the Sethusamudram project poses a national security hazard and also conveyed his concern over the project to the Government.
 “We have already mounted a strong vigil on the country’s southern coastal waters. Projects like the Sethusamudram could bring in more security problems,” said Coast Guard chief Vice Admiral RF Contractor.  The candid admission by the DG came on the sidelines of a media interaction on the occasion of the 31st anniversary of ICG. However, he added that security measures would be put in place once the channel becomes operational.  His view follows the comment made by Naval Chief Vice-Admiral Sureesh Mehta who said the project could hamper the movement of bigger vessels, including those employed by the Indian Navy.  When asked whether the Coast Guard had conveyed its concerns to the Government, Contractor said that both the Navy and Coast Guard were asked to give their views prior to the project being cleared. Contractor hinted at the close proximity of India-Sri Lanka maritime border as the cause of worry. The Coast Guard had mounted a round-the-clock aerial and sea vigil in the Palk Bay as well as Gulf of Mannar to guard against infiltration of Sri Lankan armed militants into India. Though the number of Tamil migrants from Sri Lanka had dropped this year, after almost touching a high of 16,619 last year, “security centres are active in all places where antecedents of refugees coming from Sri Lanka are being checked,” he added.  The statement by the DG gave a good handle to the leading Opposition party BJP that decried the Government’s attempts to override such a serious concern. On Thursday, the BJP upped the ante against the Government on the viability of the project. “We are not against the Sethusamudram project. But if the senior-most official of the Coast Guard is talking about security concerns, it is a big thing,” said BJP spokesman Ravi Shankar Prasad.  Speaking to reporters, Prasad hoped the concerns of the Coast Guard would be reflected in the affidavit to be filed in the Supreme Court. The VHP has also reacted to the security concerns raised by the Coast Guard and said no one should be allowed to play with the national security. “As, experts of different fields have already expressed concerns over the project, the Government should file an affidavit immediately before the Supreme Court to save Ram Setu,” said Vinod Bansal, media chief of the Rameswaram Ram Setu Raksha Manch, Delhi. Pointing out that the Navy Chief and Coast Guard chief are the two final authorities, entrusted with the task of national security, Bansal said the Government should scrap the project to ensure safety and security of the region and save the tax payer’s money.  The Centre, meanwhile, seems tied up with political compulsions from within and outside to give a response to the Supreme Court, which is hearing a batch of petitions relating to the continuation of the project. Already the Supreme Court has stayed dredging activities in or around Ram Setu. Appearing before a Bench headed by Chief Justice KG Balakrishnan, Additional Solicitor-General (ASG) R Mohan informed the Court on Thursday that the Centre is yet to finalise the affidavit to be filed in relation to the matter. On January 16, the Court directed the Centre to file its affidavit within two weeks following which hearing in the matter was to take place. The Bench comprising of Justices RV Raveendran and JM Panchal allowed four weeks time to the Centre posting the matter in the first week of March. Janata Party president Subramanium Swamy, who has filed two petitions challenging the Government’s decision to destroy the natural bridge, urged the Court to direct the Centre to file separate affidavits on the aspects of alignment of the project and on the investigations conducted by the Government to determine the historicity of the Ram Setu. The Government had incurred a loss of face following its affidavit filed in Apex Court in September 2007. In its bid to rubbish the petitioner’s claims of declaring Ram Setu an ancient monument, the Government declared that the mythological text of Ramayan could not be considered a “historical record” for lack of any scientific study or proof. It thus refuted the “existence or the occurrence of events depicted therein”. Courting controversy for its alleged denial of Lord Ram, the Centre withdrew the Ministry of Culture’s affidavit from court promising to file a better one after conducting a detailed study of the objections raised by the petitioners. Despite pressure from coalition ally DMK, the Congress is ready for a detailed archaeological survey to ascertain various issues raised over Sethusamudram Shipping Canal Project (SSCP).
 Congress media department chairman M Veerappa Moily said on Thursday, “The Supreme Court has opened up a lot of issues. If it is required and the Supreme Court desires so, we are prepared to conduct an archaeological study to ascertain facts. These are not issues that can be bulldozed.” Meanwhile, Culture Minister Ambika Soni said the ASI could not give a definite view on the project without undertaking some kind of survey. She also said the Government would take into consideration various inputs, including the security concerns expressed over the project, before it takes a decision on it. “The Archaeological Survey of India cannot give a view definitely on whether this can be declared as site of national importance or not without undertaking some kind of survey,” Soni said.  “These would be inputs before the Government before it takes a decision or goes ahead,” Soni said. She said the ASI has never undertaken any kind of survey or exploration. “So it is very difficult for us to give any opinion based on first hand knowledge,” she told PTI. For all practical purposes, a fresh study will push the project back by several months, and help the Congress prevent it becoming a major issue in the next general election. Moily also indicated the party was firm despite the opposition of the DMK, which wants early implementation of the project. When asked that Shipping Minister TR Baalu, who belongs to DMK, has been pressing for early implementation, Moily said, “Baalu’s Ministry is the implementing agency. The entire project does not go by what one Ministry has to say.” Moily also officially issued an eight-page note on SSCP in which the Congress countered every claim of the BJP and blamed the party for unnecessarily politicising the issue, especially when the project had been cleared by BJP-led NDA Government itself. The note also points out that AIADMK chief J Jayalalithaa, who has now moved a petition in Supreme Court to declare Adam’s Bridge a national monument, had herself appealed to NDA Government’s Prime Minister AB Vajpayee to expedite the project. Moily’s view clearly indicated that the party is trying to buy time over the issue, which has become a political hot potato of sorts lately. By getting a time extension of another month for filling affidavit in the Supreme Court, the Government is ensuring that the issue is put in cold storage.  Playing down the security concerns raised by the Coast Guard, Moily said: “There should be a holistic view on this… There may be a security problem, but this is not for the entire nation. The government has taken our views. There are security threats. There are ramifications,” he said, at a function to mark the 31st anniversary of the Coast Guard.“It is a maritime area. Security issues are bound to arise by virtue of the close boundary line between India and Sri Lanka,” he said. “If a freeway canal is opened up for ships for transit, there can be piracy there,” the director-general  pointed out. He said there was also the problem of close proximity to a neighbouring country where a conflict is raging, like Sri Lanka. Coast Guard officials said if the channel created by the Sethusamudram project is narrow, it could also led to navigational hazards, like the threat of collisions between naval vessels. However, officials said security measures would always be in place, as in the Panama Canal, Malacca Straits and Suez Canal.Vice-Admiral Contractor said his force was “alive to the threat of the LTTE” and was continuing its vigilance following the resumption of the war in Sri Lanka between the Sri Lankan military and the LTTE. This is also so since the Sea Tigers (the naval wing of the LTTE) operate in the waters around northern Sri Lanka. Vice-Admiral Contractor said there had been only 3,779 immigrants from Sri Lanka to India last year while there had been 16,619 immigrants from there in 2006.However, Coast Guard officials later claimed that the director-general “had not opposed” the Sethusamudram project but had merely pointed out the “security implications and increased responsibilities” of the Coast Guard in such a scenario. The Coast Guard patrols waters up to 12 nautical miles from the Indian coast.The Coast Guard currently has 76 ships and 45 aircraft, including helicopters, in its fleet. Vice-Admiral Contractor said the Coast Guard was keen to acquire six turbo-prop or jet maritime patrol aircraft that can fly at low altitudes. A request-for-proposal (RFP) would be issued soon for this, the director-general said.Reacting to the comments of Vice-Admiral Contractor on the Sethusamudram project, BJP leader Ravi Shankar Prasad demanded that “security concerns be addressed first” on the issue since there has been an “expert comment from the Coast Guard’s highest authority”. Mr Prasad said, “The BJP is not opposed to the Sethusamudram project per se, but why should the Ram Sethu be destroyed for this?”
Meanwhile, Union tourism and culture minister Ambika Soni said various inputs would be placed before the government regarding the project before any go-ahead is given, but added that it was not for her to comment on the issue.

Kalaimani and fisherfolk wing joint secretary Ms Jenniffer Chandran. Ms Jayalalithaa added that the interests of fisherfolk who are overburdened with sufferings should be protected.  Meanwhile, in a media release here on Wednesday, AIADMK presidium chairman E. Madhusudhanan hit out at Union shipping and surface transport minister T.R. Baalu for having asked AIADMK supremo “to go back to acting.” In an invective-filled statement like that of Mr Baalu’s, Mr Madhusudhanan said, “to expect sense in a half-baked  person like T.R. Baalu is a mistake.”  Taking strong exception to Mr Baalu’s statement that Ms Jayalalithaa should go back to acting, the AIADMK presidium chairman said, “Mr Baalu should ask chief minister M. Karunanidhi, who seems to have no time for thinking of the welfare of people, but has enough time for script-writing for family-owned TV serials and films, to retire from politics and take up script-writing full-time.”Challenging Mr Baalu also to retire from politics and go back into his old profession of distributing ‘sleazy films’, Mr Madhusudhanan said, “Amma had quoted chief of Naval staff Admiral Sureesh Mehta, who has a good knowledge about the sea, raising sensible questions on the Sethu Samudhiram Canal Project. Prabhakar Rao VorugantiNEW DELHI: Supreme Court has on Thursday granted the Centre four more weeks time for filing its affidavit on the Ramar Sethu issue involving the controversial Sethusamudram Shipping Canal project.

A Bench comprising Chief Justice K G Balakrishnan, Justice R V Raveendran and Justice J M Panchal allowed the plea of Additional Solicitor General R Mohan appearing for the Centre, when he mentioned the matter on Thursday.

The Bench directed the Centre to file two separate affidavits, one on the alignment of the project and the other giving details of the archaeological studies that have been undertaken to ascertain whether Ramar Sethu is an ancient monument.

Janata Party president Subramanian Swamy who is one of the petitioners opposed granting of further time and said that the Centre had not complied with the directions of the Madras High Court also with regard to the six alternative alignment routes and on an archaeological survey to decide whether Ramar Sethu is an ancient monument.

The Bench directed the filing of the affidavits by the first week of March and posted the case for hearing also for the same week.

It may be recalled that the previous affidavit filed by the Centre’s had to be hurriedly withdrawn as it expressed doubts about the very existence of Lord Ram. The affidavit resulted in a furore across the country.

As recently as on January 28, the petition filed by the Tamil Nadu former Chief Minister J Jayalalithaa had also come up in the apex court. The Bench directed it to be tagged along with other petitions on the same issue.

Jayalalithaa, in her petition said that the structure is of immeasurable historical, archaeological and heritage value and it should be protected from being destroyed in the garb of carrying out an infrastructure project.

“Indeed, the structure in question, by reason of its antiquity and unique features is to be treated as a world heritage site. Now that the Director General of the Coast Guard Admiral Homi Contractor has categorically and clearly stated that the Setu Samudram Project is a security threat to the nation, confirming my allegations made earlier in the Madras High Court and subsequently in the Supreme Court, I would demand that the Prime Minister intervene and order scrapping the Project forthwith.

The Rs.800 crores that have been spent so far have been done at the behest of the Union Shipping and Transport Minister Mr.T.R.Baalu without security clearance from the armed forces and intelligence agencies as well as without obtaining prior clearance of the Tamil Nadu Pollution Control Board, and hence the amount should be recovered by prosecuting Mr.T.R.Baalu and by attaching his assets and his benami companies.

NEW DELHI: The Supreme Court on Thursday granted four weeks time to the Centre to make its stand clear on the issue of Ram Setu.
The time was granted by a bench comprising Chief Justice K G  Balakrishnan and Justices R V Raveendran and J M Panchal when  Additional Solicitor General R Mohan mentioned the matter before  the court seeking extension of time for filing affidavit on the  issue.
The apex court directed the government to file two separate affidavits, one on the alignment of the project and other giving details of the studies that have been undertaken to ascertain whether Ram Setu is an ancient monument.
The affidavits are to be filed by the first week of March.
Several petitions are pending in the apex court to save the Ram Setu from being demolished to complete the Sethusamudram Project.
The Supreme court had already directed the authorities not to damage the Setu in any manner while carrying out dredging activities.
The Sethusamudram Project is aimed at saving the navigation time for the shift between Rameshwaram in Tamil Nadu and Sri Lanka.
The M Karunanidhi government in the southern state has been pleading for the demolition of the Ram Setu, which millions of Hindus across the world believe was built by Lord Rama with the help of his ‘Vanar  Sena’ ( monkey warriors) led by Hanumanji.
The Centre’s affidavit, questioning the very existence of the characters and events described in the Ramayana, had to be withdrawn after huge public outcry.

NEW DELHI: The Congress has said that neither the Bharatiya Janata Party nor any other party could decide whether the Sethusamudram project should be implemented or not.“The matter is before the Supreme Court where the Central government has presented the technical facts about the project and it is for the Court to decide.”Reacting to the BJP’s demand for shelving it, Congress spokesman Abhishek Singhvi said by trying to hold rallies and raising slogans, the BJP was trying to mislead the nation, whereas it was the National Democratic Alliance government that pursued the project between 1999 and 2004.Mr. Singhvi said there was no need to spell out the Congress stand because the government had placed the facts based on technical studies before the apex court. He said the project, as formulated during the NDA government regime, was endorsed in the BJP’s election manifesto for 2004. “The BJP’s attempts to hold rallies and meetings against the project now are so crude, pathetic and ham-handed that it doesn’t fool the party itself. Are they challenging the court?”He said when the NDA formulated the project, the BJP did not even mention the name of Ram Sethu but just passed on the orders mentioning Adam’s Bridge.He said this showed that the BJP remembered Lord Rama “only when the elections come.”He charged the BJP with communalising and politicising the issue.“The project has its origin as early as in 1860 and is the culmination of a century-old vision. It envisages the dredging of a limited portion of the wide channel across the Adam’s Bridge. It will affect a mere 300 metres out of the nearly 30,000 metres and therefore, the project cannot be considered an act that will demolish the entire Adam’s Bridge,” Mr. Singhvi said.

SRI RAM – MYTH OR REALITY?
At present, debate is going on whether Sri. Ram is a myth or reality. Before discussing on the subject of whether Sri. Ram is a myth or reality I would like to refer to the two reports published by English media, which contradict each other. One being the report on the proceedings of three-day Indian History Congress held in New Delhi last year end where it is reported that more than 1000 historians were present as reported by Bangalore Mirror dated 31st December 2007, and the other by electronic media – ZEE  TV, which was broadcast in three parts under the title ‘Mil Gaye Ram’ , and which referred to the report of the Committee appointed by Sri Lanka Government to find out the truth about  Ravana and which reported the existence of five aerodromes  for Pushpak  Vimanas of Ravana, Ashok-Vatika where Sitamayya was kept by Ravana after her abduction and other places connected with Ramayana. While from the ZEE TV revelations it appears that the incidents narrated in the Ramayana in respect of abduction of Sitamayya by Ravana and thereafter have historic basis, and confirms that Ramayana is part of our history and not simply an epic, as per the report of the Indian History Congress held recently, Sri. Rama was non-historic and is only a mythological myth created under Ramayana, which is only an epic having no historic basis Let us first consider the report of the Indian History Congress.

From the report of the Bangalore Mirror, over 1000 historians have participated in the three-day Indian History Congress. In fact, I was pleasantly surprised to know that we have got more than 1000 historians. I was under the impression that historians, is a rare commodity in India. In any case let us now consider the report of Bangalore Mirror. It stars saying that putting to rest a nationwide political debate whether Lord Ram has any historicity or not, hundreds of historians said that he is “not a part of the history” but “certainly lives in mind and soul”. It also quoted Sri Ram Sharan Sharma (who incidentally has also the word Ram in his name), who is said to be an eminent historian having written 115 books, saying, “Ram is not a historical figure. We don’t find proof of his existence in the pages of history. But let me clarify, he is in the minds and souls of millions of people”. “Let us not fight in the name of Lord Rama. He is simply beyond history”. Thank God he has at least admitted and clarified that Lord Rama is in the minds and souls of millions of people and not the creation of those fundamentalists and communal Hindus.

It also quoted a historian from Orissa Baba Mishra as saying that not only the pages of history but recent archaeological excavation in several places have not found traces of Lord Rama. G. J. Sudhakar a historian from Chennai said that neither was Rama a human being nor was Ram Setu man made. D. N. Roy, a professor of history ay Bhagalpur University in Bihar said that it is unfortunate that our politicians are dragging our belief, faith in the name of history.
From the above it will be clear that it is not only our politicians, but our so-called historians also who are dragging our faith, belief in the name of history. Our historians appear to be unanimous in saying that recent archaeological excavation in several places in Ayodhya, Nadigram and Shrungabirpur (all in Uttar Pradesh) has not found any trace of Lord Ram existence. But the first question is whether the excavation that was done, was so deep as to find the things of Tetrayyug that is the period when Sri Ram was born. Secondly what traces of Lord Ram, these historians were expecting, which they did not find? And what positive proves they found out to declare that Sri Ram was non-historic?

Is archaeological excavation only means to find out the historicity of a person or event? And if it is not found, can it be declared that the person is non-historic even if there are other proofs? This is what another eminent historian, Smt. Romila Thapar, in her book ‘Somanatha’ says about the other sources. “An event occurs, and it slowly becomes encrusted with narratives about what happened. Sometimes the claim is made that such narratives have been constructed on the basis of initial memories, or that they encapsulate what once was a memory, or that the historiography reflects what are believed to be facets of memory”. “Such questions involve examining more than one set of sources’. “Sources that are textual vary in language, style authorship and purpose and these perspectives have to be co-related”. “Where some sources take the form of material remains-archaeologi cal data and art historical artifacts-they require a different treatment”. She also refers to another source, a repertoire of stories in the oral tradition, collected and recorded. These narratives carry a distinctly different perspective and one that seems to have been current among large number of people. She says that such narratives do not have to be treated as historically accurate but they form a separate genre and like many other similar genres of the oral tradition, the social assumptions that they encapsulate and the versions of events that they present, illumine the historian’s understanding of how the event is perceived at levels other than the formal and textual.

As such only because there in no archaeological evidence found (that too may be for reason that no proper excavation was made at proper places) one cannot conclude that Sri. Ram was not a historical person as is declared in the Indian Historic Congress held in New Delhi in December 2007. Here I will consider only one or two reasons why I consider Sri. Ram as historical person and Ramayana as History and not an epic and those who are interested in knowing other reasons may read my recently published book “Amartya Sen’s Hindu Bash”.
Ramayana was written by Valmiki R’ishi and he clearly says that it is the historical events he is narrating. I presume that no body has denied the historicity of Valmiki. Secondly, Lav and Kush, the sons of Sri. Ram were borne and brought up in his ashram. Further there as so many places in India apart from Sri. Lanka and other places, such as Rameshwar, Nasik, and Panchvati from time immemorial which are associated with Sri. Ram and Sri Ram not only is in the minds and souls of millions of people but they also believe in his historicity which cannot be shaken unless concrete and positive proof is produced for his non-historicity.

Before concluding I would like to reproduce a passage from the book ‘AYODHYA’ by Koenraad Elst (page 152-3) regarding the debate that was supposed to take place between the Babri Masjid Action Committee (BMAC) and VHP at the instance of the then Prime Minister Shri. Chandrasheker in January 1991 to resolve Babri Masjid problem.
“On January24, the parties met in order to discuss evidence. But BMAC team leader, Prof. R. S. Sharma,(the same eminent historian Ram Sharan Sharma referred to by Bangalore Mirror and who has written 115 books) a well known Marxist historian, said that he and his colleagues had not yet studied the VHP material (to which the BMAC had agreed to reply by January10). This is most remarkable, because the week before, he had led 42 academics in signing a much-publicized statement, saying that there was definitely absolutely no proof whatsoever at all for the pre-existing Rama temple. He had issued more statements on the matter and even published a small book on it (Communal History and Rama Ayodhya, People’s Publishing house 1990). There he was, pleading a lack of familiarity with the very material on which he had been making such tall statements”

Concerns over the controversial Sethusamudram project are now being raised at the highest level in defence circles. Vice Admiral R F Contractor, the director general of the Coast Guard, has said that the Sethusamudram project could be a security threat to the country.
“The Sethusamudram project could pose a security threat to the country. There are chances of militants using this channel,” said Contractor on Thursday (January 31).
“Security issues are bound to arise. It’s a sea, its waters are shared, the maritime area is common by virtue of the close boundary lines between Sri Lanka and us, so obviously the implications are more there,” he added.
Interestingly, critics of the Sethusamudram project have raised concerns about the security threat posed by the project on previous occassions as well, and there is already a case challenging the project pending at the Supreme Court.

NEW DELHI: Adding another twist to the Sethusamudram controversy, Director General of the Coast Guard on Thursday said that the project poses a security threat to the country.
Vice Admiral RF Cotractor said that there is a strong possibility of the canal being used by militants.
Without mentioning the LTTE directly, Contractor said that the narrow canal would put the ships moving through it at a greater risk of attack by terrorists active in the region.
He also confirmed that he has already conveyed his views about the project to government.
Earlier, Naval chief Admiral Sureesh Mehta’s had said that the Sethusamudram project would be useful only for small ships.
He added that the project was economically unviable as both the Navy and international shipping agencies would not be able to use the canal. The project, if it becomes operational, would incur a loss of Rs 3,000 crore every year, he claimed.
The Sethusamudram canal would be only 12 meters deep, and only ships weighing up to 30,000 tonnes would navigate through it.

New Delhi: There is a new twist to the Ram Setu controversy. The Coast Guards Director General has told CNN-IBN that the Sethusamudram project poses security threat to India.

Vice Admiral Contractor was echoing remarks similar to those made by the Navy Chief, Admiral Sureesh Mehta, recently. His statement comes at a time when the BJP is opposing the project tooth and nail, insisting that it will damage a precious historical heritage.

On the other hand Tamil Nadu Chief Minister Karunanidhi has made it a prestige issue. His party says the Sethusamundram is not a man-made structure.

The Archaeological Survey of India had earlier corroborated the DMK’s stand.

However, the Coast Guard Chief’s remarks are expected to give the BJP fresh ammunition on the Setusamudram project.

Meanwhile, the Supreme Court has granted the Centre four weeks to make its stand clear on the issue.

Setu Controversy

The Ram Setu or Adam’s Bridge, a chain of limestone shoals 48 km long that once linked Rameswaram in Tamil Nadu with Mannar in Sri Lanka’s northwest, faces possible destruction when the ambitious Sethusamudram canal project comes up to create a navigable waterway in the narrow sea dividing the two countries.

India does not have a continuous navigational channel linking the east and west coasts. Ships coming from India’s west and heading to Bangladesh or Indian ports on the east coast have to go around Sri Lanka because the waterway in the sea dividing the two countries is shallow.

When the sea is dredged and a shipping canal does come up, it will save up to 780 km of sailing distance and 30 hours of sailing time for ships plying between the east and west coasts of India. Indian officials say the canal will also boost the national economy besides speeding up the movement of Indian Navy and Coast Guard vessels as well.

Hindu groups say this may be true but such economic progress cannot be at the expense of Ram Setu, as they refer to Adam’s Bridge, located at the southern end of the Sethusamudram project. This is where an estimated 48 million cubic metres of silt will be removed over the next two years.

Introduction

The Indian Coast Guard [Bharatiya Thatrakshak] was constituted as the fourth armed union of India, on 19 August 1978, under the Coast Guard Act. The force’s main function is to protect India’s Exclusive Economic Zone (EEZ), covering an area of 2.02 million sq. km, and operates under the effective control of the Ministry of Defense. Coast Guard vessels and aircraft have been assisting the custom authorities in anti-smuggling operations and has effectively served national interests in high-risk areas. They are also used in SAR operations, anti-pollution and other duties in maritime zones. While protection of the high seas is vested with the Indian Navy, the area between 10 and 30 nautical miles from the shore is under the charge of the Coast Guard and from shore to five nautical miles with the coastal police as well as the Coast Guard.

It’s Responsibilities Include:

• Enforcing the provisions of enactment in force in the maritime zones.

• Assisting the Customs and other authorities in anti-smuggling operations.

• To preserve & protect the marine environment and control marine pollution.

• Measures for safety of life and property at sea including aid to mariners in distress.

• Ensuring the safety & protection of artificial islands, offshore terminals and other installations in MR zones.

*The Coast Guard is the nodal agency for oil spill response in India’s Exclusive Economic Zone (EEZ) under the national oil disaster contingency plan. Currently, the Coast Guard has capability to combat oil pollution up to 10,000 tons (Tier-II) and is in the process of upgrading its capability to more than 10,000 tons (Tier-III). Towards this, three pollution control vessels (refer to the ‘Coast Guard Fleet’ sub-section) are being inducted into the fleet, the first of which is likely to be commissioned in September 2006.

SSCP AND SECURITY

1. During the course of the next 15-20 minutes, I shall dwell on some of the salient threats that could possibly impinge on vessels navigating through the SSCP.

2. I shall be dealing with the following possible threats and propose solutions:

(a) Piracy and Armed Robbery

(b) Maritime Terrorism

(c) Conutering the threats

In dealing with these threats, I shall endeavour to present the global scenario as existing at present and overlay it with the Indian perspective and its possible fallout on the SSCP.

PIRACY AND ARMED ROBBERY AT SEA

3. The internationally accepted “definition” of piracy is contained in Article 101 of the 1982 U.N Convention on the Law of the Seas (UNCLOS).

“Piracy consists of any of the following acts:

(a) Any illegal acts of violence or detention, or any act of depradation, committed for private ends by the crew or the passengers of a private ship or a private aircraft, and directed:

(i) On the High Seas, against another ship or aircraft or against persons or property on board such ship or aircraft;

(ii) Against a ship, aircraft, persons or property in a place outside the jurisdiction of any state;

(b) Any act of voluntary participation in the operation of a ship or of an aircraft with knowledge of facts making it a pirate ship or aircraft;

(c) Any act inciting or of intentionally facilitating an act described in (a) or (b).

The Global Scene on Piracy

4. Acts of piracy and armed robbery against ships are of tremendous concern to shipping in general. The fight to suppress these acts is linked to the “Convention for Suppression of Unlawful Acts against the Safety of Maritime Navigation – 1988”, and to improve security measures on board ships and in port facilities adopted in Dec 2002.

5. According to reports compiled by the IMO, between 1984 and end of 1999, there had been 1587 attacks by pirates on ships around the world. In some areas, these attacks involved a disturbing increase in violence. Contrary to the stereotype, today’s pirates are often trained fighters aboard speedboats, equipped with satellite phones and Global Positioning System (GPS) and armed with automatic weapons.

6. The IMO estimates that incidents of piracy and armed robbery against ships are “under reported by the factor of Two”. Several reasons have been given:-

(a) Fear that a successful act or piracy reflects poorly on the Master’s competence

(b) Concern that such a report would embarrass the state in whose territorial waters the act occurred.

(c) The belief that an investigation would disrupt the vessel’s sailing schedules.

(d) The possibility that the shipowner’s insurance would increase.

7. Piracy Reporting Centre: The “International Maritime Bureau Piracy Reporting Centre” (IMB), became operational in Oct 1992 and is located at Kuala Lumpur in Malaysia. The centre is financed by voluntary contributions from shipping and insurance companies and its services are free of charge to all vessels irrespective of ownership and flag. Its specific tasks are:

(a) Report all piracy incidents and armed robbery at sea to concerned law enforcement agencies.

(b) Locate vessels that have been seized by pirates and recover stolen cargoes

(c) Help bring the pirates to justice

(d) Assist owners and crews of ships that have been attacked.

(e) Collate information on piracy around the world.

Real Life Incidents of Piracy at Sea

9. In Nov 1999, in the Arabian Sea, Indian Maritime Forces rescued the “hijacked” M.V.ALONDRA RAINBOW, a 7000 Ton Panama registered vessel, belonging to Japanese owners. The vessel was on passage from Kuala Tanjung in Indonesia to Milke in Japan. The IMB Piracy Reporting Centre had put out a worldwide broad cast of the incident. According to IMB Centre, the crew of the vessel had been located safe in Thailand and the vessel was expected to turn up at any Indian port to discharge her cargo. After a “High Seas Drama”, the hijacked vessel was captured and the pirates brought to justice. However, on an appeal in the Bombay High Court, some years later, the Pirates were left free.

10. In Sep 1998, the Panama registered M.V. TENYU disappeared in the Straits of Malacca while on passage from Indonesia to the Republic of Korea, with a cargo of aluminium ingots. She later reappeared with a different name and a different crew . The IMO reports that it is almost certain that all her original crew of 17 were murdered. This was on the basis of some of the bodies being recovered by fishermen in the South China Sea.

11. In Nov 1998, the bulk carrier, MV CHEUNG SON was attacked by pirates in the South China Sea. Her crew of 23 were all shot dead by the pirates.

12. More recently, The New Indian Express, Chennai in its edition of 02 Nov 2007, had reported about the fate of Indian seaman in two different incidents of piracy. One off Nigeria and the other off Somalia.

13. The Washington Post of 01 Nov 2007, had carried a report of the U.S. Navy going into action against pirates in two separate incidents off Somalia. The U.S. Navy had acted on the basis of “distress calls” made by the vessels that were boarded by the pirates.

Piracy off Indian Waters

14. The LTTE has an impressive track record in this game. Some of the reported cases relate to the hijacking of the vessels, IRISH MONA (Aug 1995), PRINCESS WAVE (Aug 1996), ATHENA (May 1997), MISEN (Jul 1997), MORONG BONG (Jul 1997), CORDIALITY (Sep 1997) and PRINCESS KASH (Aug 1998).

Conclusion

15. Security analysts across the globe are increasingly veering around to the view that the lines of demarcation between piracy and terrorism are getting intertwined. That is, “Piracy on the High Seas is becoming a key Tactic of Terrorist Groups”. Unlike the pirates of a earlier era, whose sole objective was quick commercial gain, many of today’s pirates are “Maritime Terrorists” with an “ideological bent and a broad political agenda”. The nexus of “Piracy and Terrorism” is dangerous for the world energy markets.

16. Today, in the face of massive international efforts to freeze terrorist finances, terrorist groups have come to view that piracy is a potentially rich source of funding. This appeal is particularly apparent in the Straits of Malacca. According to Indonesia’s state intelligence agency, detained senior members of the Jemaah Islamiyah have admitted that the group has considered launching attacks on Malacca Shipping. Also, uniformed members of the Free Aceh Movement, an Indonesian separatist group, have been hijacking vessels and taking their crew as hostage at an increasing rate. The protracted ransom negotiations yield considerable sums-the going rate is nearly $ 100,000 per ship. This ransom is later used to procure weapons for operations against the Indonesian Government. In some cases, the Free Aceh Movement has demanded the release of members detained by the Indonesian Government.

17. Geography forces world shipping to pass through strategic chokepoints, many of which are located at in areas where terrorists with maritime capabilities operate. These channels are so narrow at certain points, that a single burning super tanker and its spreading oil slick could block the passage for other vessels. Were “Terrorist – Pirates” to hijack a large bulk carrier or tanker, sail it onto one of the choke points, and scuttle it to block the sea lane, the consequences for the world economy could be quite severe.

18. The foregoing analysis is equally applicable to the SSCP

MARITIME TERRORISM

General Survey

19. At an International Conference on“National Security in a Changing Region” held at Singapore on 28, 29 OCT 2004, the well known security analyst, Mr.B.Raman in his paper, “Maritime Terrorism: An Indian Perspective”, stated: “Apprehensions of major acts of maritime terrorism by terrorist organizations, which are members of Osama bin Laden’s “International Islamic Front – (IIF)”, continue to be high, but there are no clear indicators so far of their having already acquired the necessary capability for such acts. However, their nexus with trans-national mafia groups, like the one headed by Pakistan based Dawood Ibrahim, has placed at their disposal maritime facilities which could be used and are being used for the clandestine movement of trained men and material required for land based terrorist operations in other countries”. It is pertinent to mention here that the explosives for the 1993 Mumbai blasts came by sea.

20. In an interview to the British shipping newspaper – Lloyds List – on 06 Aug 2004, the British First Sealord, Admiral Sir Alan West was quoted as stating that Al Qaeda and other terrorist groups had realized the importance of global maritime trade and could launch attacks against merchant vessels.

21. Admiral Sir Alan West then stated: “We have got an underlying level of intelligence which shows there is a threat. What we’ve noticed is that Al Qaeda and other organizations have an awareness about maritime trade. They’ve realized how important it is for world trade in general, and they understand the significance. Sea borne terrorism could potentially cripple global trade and have grave knock – on effects on developed economies. We’ve seen other plans from intelligence of attacks on merchant shipping. I can’t give you clear detail on any of that, clearly, but we are aware that they have plans. Ship owners realize that”.

22. No doubt, in comparison to acts of terrorism in the skies and on land, such acts either in inland waters or on the high seas have been few, except in Sri Lanka. This could possibly be attributed to two factors, namely:-

(a) Except in the case of suicide terrorist acts, where escape is not a factor, getting away after an act of maritime terrorism on the high seas is not an easy task.

(b) Terrorists want a “stage” to enact their drama in order to derive the maximum publicity and have a psychologically intimidatory impact on the minds of their perceived State adversaries as also its citizens

23. However, the attraction for an act of maritime terrorism on the high seas is its psychological impact on the minds of policy framers and economic managers of the targeted vessel’s Nation. It could have an adverse spillover on other States in the region as well.

The Global Arms Bazar

24. A discernable trend at present, which is extremely disturbing, is the spread of increasingly sophisticated conventional weapons to non-state actors, including long range anti-ship missiles, unmanned aerial vehicles and close range armour piercing missiles and rocket propelled grenades. All these varieties of munitions are capable of inflicting serious damage to ships, both big and small. The trade in small arms and light infantry weapons is already extensive in the conflict prone parts of the globe and the demand for more advanced equipment is strong.

25. The problem is global in scope. There are around 100 countries that makes weapons and ammunition. Sales of these products are estimated to be worth over $ 1000 Billion in 2006, fifteen times the annual spending on international aid. In short, there is a global arms bazaar, where cash in king and State controls are fax.

26. The list of foiled, failed and successful attempts in maritime related terrorism over the past decade is significant. Yet, there is a tendency to over look or downplay what has happened, and thus ignore the possibility of further trouble. It is clear that terrorists can see the potential of using the maritime trading system and its land links in the container supply chain to conceal weapons or agents for attack purposes.

27. Terrorist Attack on Naval/Merchant Ships : Three recent examples should suffice to illustrate the maritime terrorist threat:

(a) Attack on the U.S.S Cole: In Oct 2000, Al Qaeda operatives in Yemen, packed a small boat with explosives and rammed the same onto the side of the U.S Navy destroyer-U. S.S Cole, while the ship was berthed in harbour. The blast left a gaping hole on the side of the destroyer and the cost of repairs amounted to $250 million. The blast killed 17 U.S Naval sailors and wounded another 40 seamen.

(b) Missile Attack on Israeli Naval Ships: On 14 Jul 2006, two days after hostilities between Israel and the Hezbollah commenced, the latter fired two, C-802 radar guided anti-ship cruise missiles from ashore in Lebanon. The target were two Israeli Naval Corvettes that were patrolling off the Lebanese coast. One missile seriously damaged one of the corvettes, killing four Israeli seamen. The second missile narrowly missed the other corvette. Instead it hit a Cambodian registered merchant vessel. It sank immediately taking with it all the eleven seaman on board.

(c) Attack on the French VLCC Limburg: In Oct 2002, a boat packed with explosives, rammed into the side of the French VLCC Limburg, off Yemen, and seriously damaged the vessel. The tanker had a capacity of 300,000 tons. Fortunately, at the time of the incident, it was loaded with only 55,000 tons of crude oil. This attack disrupted Yemen’s oil trade for a short period.

The LTTE Factor

28. From India’s point of view, the most worrisome terrorist organization with a well developed and well tested capability for acts of Maritime Terrorism is the LTTE. Its capability consists of its fleet of at least two or three merchant vessels, which are used for gun running, as also its “Sea Tigers” naval arm. Its merchant vessels plying under flags of convenience normally transport legitimate cargo and, when required, are also used for clandestinely transporting military hardware procured by the LTTE in countries like Pakistan, Thailand, Ukraine etc.

29. Two other aspects of the LTTE’s gun running capability by sea have to be noted. Firstly, its willingness to place its capability at the disposal of other terrorist organizations. There is at least one reported instance of the LTTE helping in 1995 either the Abu Sayyaf or the Moro Islamic Liberation Front, both of the Philippines, by carrying a consignment of arms and ammunition donated by Harkat-ul-Mujahidee n (HUM), from Pakistan to Southern Philippines. Secondly, its use of merchant vessels not belonging to it, for the purpose of gun running. In 1993, a foreign merchant vessel carrying AK 47s, from a Russian company, arrived in Kochi. The consignee, was ostensibly our M of D. This was false. Indian intelligence strongly suspected the LTTE hand in this botched attempt at gun running.

30. Sea Tigers: The Sea Tigers of the LTTE has established control over most of North Sri Lanka Coastal region and the seas contiguous to this coast. They have displayed considerable ingenuity and daring in sea borne insurgency. They have carried out numerous daring attacks on Sri Lankan naval ships, and have not hesitated in undertaking suicide missions. Their daring attack on the naval installations on Delft Island, this summer, is a case in point. The SSCP is verily a “next-door-neighbour” in the area of operations of the Sea Tigers!

31. LTTE Air Arm: A new addition to the LTTE’s fighting capability is its “Air Arm”. They have todate carried out “Four Daring Night Attacks” on Sri Lankan Military Assets”. A new factor seen in the last attack was their ability to co-ordinate the land and air attacks. The SSCP falls well within the radius of operation of the ‘ZLIN-Z242L’ Czech aircraft which the LTTE operates.

Threat Perceptions in the SSCP

32. Media reports of 28 April 2007 in Chennai, attributed the killings of TN fishermen at sea, to the LTTE Sea Tigers. The grounds for killing the fishermen, attributed to LTTE sources, was that they were “Spying” on the LTTE’s activities at sea. If that be the case, the possibility of the LTTE advancing a similar argument for attacking ships navigating through the SSCP cannot be ruled out. The consequences of a ship sinking/running aground in the channel could have a disastrous impact on the very viability of the Project itself. It would have a psychological impact, as brought out earlier, on the shipping industry which may then tend to bypass the SSCP.

33. Mine Threat: The prevailing depths in the SSCP make it an ideal are for the use of sea mines. It has already been highlighted about the acquisition of sophisticated conventional arms by various terrorist organizations. A rudimentary sea mine is far cheaper than any of the sophisticated missiles. And yet, the mines can block the channel from being used for protracted durations as Mine Countermeasures (MCM) is a slow, tedious and time consuming form of naval warfare. This threat needs to be seriously kept in mind while formulating security policies for the SSCP. It is hoped that the lessons learnt from MCM operations in the Straits of Hormuz during and after “Desert Storm” is not lost on our policy planners

COUNTERING THE THREATS TO THE SSCP

34. In framing effective security policies for the SSCP, the complexities of international shipping need to be understood. A ship is built in one country, has a flag of convenience of a second country, is owned by a national of a third country and the vessel itself is manned by a crew of mixed nationalities with differing security clearance standards, is controlled through the Flag State in all its internal matters, but is subject to local Port State jurisdiction !! The global terrorist is aware, that, apart from a few international agreements with respect to slavery, piracy and illicit carriage of narcotics, there is no comprehensive Maritime Law to combat Maritime Terrorism. The terrorist can and does take advantage of this legal vacuum. There are diverse, complex and often conflicting domestic laws enacted by different coastal States.

35. The Indian Scene: If the foregoing was bad enough, consider the “Indian Scene”. The Indian Navy and Coast Guard come under the M of D. Fisheries comes under the Ministry of Agriculture. DG Shipping / DG lighthouses come under the Ministry of Shipping. The customs come under the Revenue Wing of the Ministry of Finance. ONGC comes under the Ministry of Petroleum! Also, the nodal agency for dealing with any marine oil spill is the Coast Guard,. However, the nodal Ministry for oil spills is the Home Ministry. A classic case of “All at Sea”!! (PUN INTENDED)

36. The U.S. Homeland Security: We could well take a leaf out of the U.S Homeland security book, in their post 9/11 scenario. The U.S. Coast Guard is The Single Nodal Agency for all maritime aspects of their Homeland Security. In special cases, the U.S.Navy can also discharge the responsibilities of the Coast Guard. Their laws provide for such an eventuality.

37. In this light we need to enact “Maritime security” laws with a single nodal agency to counter the threats of piracy or armed robbery at sea as also Maritime Terrorism. National security is too serious to be dictated by parochial politics.

CONCLUSION

38. It is to be hoped, in the larger interests of National Security, the M of D/ Navy/ Coast Guard will be brought into the loop while formulating security policies for the SSCP.

Sethusamudram has security implications: Coast Guard

Published on Thursday, January 31st, 2008at 2:59 am | New Delhi:The controversial Sethusamudram shipping canal project has “security implications” and these have been “conveyed” to the government, the Indian Coast Guard (ICG) chief said Thursday.“There are security implications because of the closeness of the India-Sri Lanka maritime boundary,” Vice Admiral Rusi Contractor told reporters here ahead of the 31st anniversary of the ICG.“We have conveyed these implications to the government. Complications are there and I am sure these will be addressed,” he added.Contractor, however, declined to say whether there had been any response from the government.Asked to elaborate on the “security implications” and “complications”, the ICG chief said: “If the seaway is opened up, there could be issues of piracy. Then, in a narrow channel, if a ship has problems (while crossing), this has to be addressed.“There is also the question of the close proximity (of the maritime boundary) with a country with which there is a problem existing,” Contractor said.The project involves dredging a canal in the Indian Ocean between India and Sri Lanka. Several Hindu groups as well as the Bharatiya Janata Party (BJP) have opposed the project, saying it would affect a formation known as Ram Setu that is mentioned in the Hindu epic Ramayana.Ironically, the BJP had given the project in-principle approval when it was in power in 2003. However, there has been forward movement only in the last two years with Shipping and Surface Transport Minister T.R. Baalu giving the project his full backing.Baalu belongs to the DMK of Tamil Nadu Chief Minister K. Karunanidhi that is a constituent of India’s ruling United Progressive Alliance (UPA).Environmental groups have also opposed the Sethusamudram project, saying it would destroy the fragile ecosystem of the area.The Supreme Court has stayed the project pending the resolution of all contentious issues.On Sunday, Janata Party president Subramanian Swamy dovetailed all popular concerns over the Sethusamudram – scientific, ecological, security and religious – at the launch in Chennai of “Paalam” (Bridge), a film on dangers of continuing with the project.The 71-minute film lends voice to the concerns expressed on the much-debated project.Citing statistics, Swamy termed the project “a danger to ecology and India’s defence”. He contended that nearly 95 percent of ocean-going vessels have a displacement weight exceeding 60,000 tonnes, which means only a few will benefit from the project.“If this project becomes a reality, it will result in a Rs.30 billion annual loss to the national exchequer and this amount will go up every year. This much is clear because the canal will have a depth of only 12 metres and it will be impossible for ships weighing more than 30,000 tonnes to cross it – meaning over 95 percent of the ships in the world cannot use it at all,” said Swamy.Swamy claimed during the function that the Indian Navy Chief Admiral Sureesh Mehta had expressed similar sentiments but had been ticked off by Baalu “for speaking the truth”.

Rama Setu: GoM fails to reach accord on affidavit, SC should name Centre for contempt of court, stay the disastrous Setu channel project

Centre is playing games with Hindu sentiments and with the Hon’ble Supreme Court. Ever since the Madras HC order of 19 June 2007, Centre has dodged a reply about declaring Rama Setu as a heritage monument. If the UPA has a great concern for Bhagwan Srirama as evidenced by repeated speeches of Ms. Sonia Gandhi in Gujarat, what is the problem in declaring Rama Setu as rashtriya dharohar (National Monument)?

It is shocking that irresponsible statements should be made in the Hon’ble Court without reading the 8000 pages of evidence submitted on over 150 topics related to the project disaster.

Who has to act with responsibility? The judicial system or the governments?  Hurting the sentiments of Hindus and other citizens worldwide seems to have become a pastime with many. It is time to call a stop to this. kalyanaramanPosted: Wed, Jan 30 2008. 11:42 PM IST

GoM on Ram Sethu fails to reach accord on affidavit

The bridge has been at the centre of controversy with some right-wing Hindu organizations saying it would destroy the walkway, believed to have been built by Hindu god Ram

Mumbai: A group of ministers (GoM), tasked to draft an affidavit explaining the cultural significance of Adam’s Bridge (also known as Ram Sethu), met in New Delhi on Wednesday but failed to reach an agreement on the issue.

The bridge—an ancient coral walkway linking India and Sri Lanka—has been at the centre of controversy with some right-wing Hindu organizations saying the proposed Sethusamudram project would destroy the walkway, believed by them to have been built by Hindu god Ram. The Rs2,600 crore project envisages dredging the walkway to reduce sailing time for ships.

The GoM—comprising external affairs minister and the government’s chief negotiator Pranab Mukherjee, minister of culture Ambika Soni, and minister of shipping T.R. Baalu—was formed last week to resolve differences between two separate affidavits drafted by the ministries of culture and shipping. The affidavit has been sought by the Supreme Court.

Baalu, one of the staunchest supporters of the project, is in favour of taking a strong stand against the Hindu protesters. But his cabinet colleague Ambika Soni believes the move will further alienate Hindus in north India, and could cost the Congress party dear in five states where elections are due later this year.

The apex court has been awaiting this affidavit since 14 September, when the government withdrew its original statement and asked for three months to study the issue.

The Madras high court had originally asked the government to file an affidavit explaining the cultural significance of the Ram Sethu. The court had also asked if the government had conducted any archaeological study of the bridge. A three-judge bench of the court had upheld its order.

Litigant Subramanian Swamy says the government may refer this investigation to the National Heritage Commission, which would “put the project in cold storage for all practical purposes.” Calls to the ministry of culture and shipping went unreturned.

The news report on Marine Engineer K. Chidambaram is interesting. But, I think he is wrong in assuming that the SSCP is designed to take ships of 40,000 DWT or less. The project report says that the channel passage is designed only for 30 to 34,000 DWT and a draft limitation of 10 metres.

Given the draft restriction of upto 10 m. only on the Setu channel, only 30 to 34,000 dwt loaded vessels can ply. Source for this fact is as follows:

After careful consideration of the channel parameters, it is recommended to consider 10 m draft vessels to pass through the SSCP channel. …From the vessel size analysis, all vessels up to 20,000 DWT, about 75% of 30,000 DWT, 10% of vessels up to 40,000 DWT and 5% of vessels upto 50,000 DWT, and all empty vessels will fall in this category and can pass through SSCP.

Shipping Minister TR Baalu cites irrelevant statistics related to ships of 50,000 Dead Weight Tonnes (DWT) or less. Aha, there is a world of difference between 30,000 and 50,000 DWT ships. Try sending a 50,000 DWT vessel and it has good chances of getting grounded in the Gulf of Mannar channel, with virtually no facilities for salvage operations !Marine engineers note that the SSCP is designed to carry only small vessels of less than 40,000 DWT.

The project report of SSCP clearly states that the channel passage is designed only for vessels between 30,000 to 34,000 DWT, with a draught limitation of 10.5 metres.

So, why is TR Baalu interested in abusing statistics and lying about the SSCP capacity? Even in politics, there should be some semblance of honesty about facts and engineering realities.

TR Baalu has not contested the allegation that he ain’t no marine engineer. So, it is prudent to listen to real marine negineers like K. Chidambaram or mariners like Capt. Balakrishnan.

The Sethusamudram Shipping Canal Project (SSCP) has been designed in such a way that only ships below 40,000 dead weight tonnage (DWT) can sail through it, said K Chidambaram, president, Institute of Marine Engineers (India). “All other ships have to take the route circumnavigating Sri Lanka,” said Mr Chidambaram here on Tuesday, reacting to the recent controversy over chief of naval staff admiral Sureesh Mehta’s statement that only small ships will be able to sail through the SSCP. Union minister for shipping, road transport and highways T R Baalu had later questioned the veracity of the chief of naval staff’s statements.

Mr Chidambaram, a qualified marine engineer from the Directorate of Marine Engineering and Technology (DMET), said that each canal was designed and built with certain capacity. “The SSCP is meant for small ships and one need not feel sorry about airing its capacity,” he said.

Mr Chidambaram also talked about the World Shipping Forum 2008, a three-day international conference, organised by the Institute of Marine Engineers in the city from Thursday. “Shipping experts, and marine engineers will present papers on the different aspects in the shipping industry. The theme of this years’ conference will be strategies for future shipping challenges,” said Mr Chidambaram.

World Shipping Forum is a quadrennial event that attracts ship owners, business strategists and policy makers.

Experts like Karl Laubstiebn of the World Maritime University, Sweden, D T Joseph, former secretary, shipping ministry, S Hajara, president of the Indian National Ship Owners Association and Vijay Shankar of the Sanmar Group will attend the forum.

SSCP restricted to vessels of 30,000 DWT to 34,000 DWT

According to the consultants for the SSCP, the number of ships that are expected to navigate through the SSC is 3055 in 2008 and 7141 in 2025. This is a deliberately inflated figure to meet the commercial and political (wholly private!!) ambitions of T.R.Balu. I hope the Comptroller and Auditor General of India would take due note of this obvious fact.

We can predict with a reasonable accuracy the number of coal carrying bulk-carriers that will navigate through the SSC. These vessels carry thermal coal from Haldia/Paradeep/Vizag to Chennai/Tuiticorin to cater to the requirements of the Thermal Power Plants located at these ports. Based upon annual requirement of Coal Ships for Tuiticorin Thermal Power Plant, not more than 215 ships will be required per annum to meet the annual coal requirements of Tuticorin Thermal Plant.

Apart from these 215 coal ships, not more than 200 other ships can be expected to go through SSCP for meeting the petrol requirements of Tuticorin and its hinterland. Even this is an optimistic estimate. Thus at the most, it may be possible that 1000 vessels may use the SSC annually and even this optimistic figure may not be realized, and is nowhere near the projected figure of 3055 vessels in 2008. This is on account of the fact that global shipping trends are towards larger vessels of 60,000 DWT and above, and the SSC being restricted to vessels of 30,000 DWT- 34,000 DWT, with a draught limitation of 10.7 Metres.

Govt likely to seek more time from SC on Ram Setu

New Delhi, Jan 29 (PTI) The Government is likely to seek more time from the Supreme Court for filing a fresh affidavit on the controversial Sethusamudram project as the Shipping and Culture ministries are yet to sort out their differences on the issue.
Indications of the government’s intention came after a meeting chaired by External Affairs Minister Pranab Mukherjee on the issue.
“We may seek more time,” a government source told PTI today as the two weeks granted to it for filing the affidavit by the Supreme Court on January 16 is due to lapse tomorrow.
The government had sought more time after it failed to finalise a common affidavit on the sensitive issue due to differences between the Ministries of Culture and Shipping.
The project, which involves a shipping channel via Adams bridge between India and Sri Lanka, has been mired in controversy after Hindu outfits opposed it.
The controversy took a serious turn in September after the Culture Ministry said in an affidavit in the apex court that there was no evidence that Lord Ram existed.
An expert committee, formed on the issue, has opined that the bridge was formed naturally, contrary to the belief that it had been built by Lord Ram’s ‘vanar sena’ during invasion on Lanka to save his wife Sita.
The Ministries of Culture and Shipping have so far been unable to reconcile their differences on whether or not the views of the expert committee should be included in the affidavit.
The Culture Ministry wants to play it safe by noting that there was no scientific evidence to suggest that the bridge was man-made. PTI

Seeks direction to implement project through alternative route

New Delhi: The Supreme Court will hear the plea by All India Anna Dravida Munnetra Kazhagam general secretary Jayalalithaa for a direction to the Centre to implement the Sethusamudram project through an alternative route without damaging the Ramar Sethu, along with the petitions filed by Janata Party president Subramanian Swamy and others.

After hearing senior counsel K.K. Venugopal, appearing for Ms. Jayalalithaa, a Bench, comprising Chief Justice K.G. Balakrishnan and Justices Tarun Chatterjee and R.V. Raveendran, on Monday directed that the matter be tagged with other petitions.

To a question from the Chief Justice, “How many matters can we entertain and what is new in the petition?” Mr. Venugopal replied, “As a former Chief Minister of Tamil Nadu, she has every right to represent the people of the State particularly when there is a report of a captain of the Navy which brings in security aspect and second the project is for extraneous reasons.”

The CJI told counsel: “You [Ms. Jayalalithaa] want the structure [Ramar Sethu] to be declared as a national monument. Can a structure, which is under the sea and which nobody can see be declared a national monument? Have you ever approached authorities for such a declaration? The petition coming from her [Ms. Jayalalithaa] is surprising. You can approach the appropriate authority.”

To a question from Justice Raveendran as to why the petition was filed in 2008 when the project was cleared in March 2005, Mr. Venugopal said, “All the petitions were filed only in September 2007 and there was no delay more so when new facts have come to light and the Centre is dilly-dallying the issue by not filing its response.”

He said that the petitioner was prepared to withdraw this prayer and approach the appropriate authority. But the court should consider the other prayer that the Ramar Sethu should be protected from any damage while implementing the project.

Ms. Jayalalithaa said the significance of Ramar Sethu could be appreciated from the fact that even the Survey of India adopted in 1767 a logo, “which reads ‘AaSetuHimachalam’ meaning thereby that India is spread between the Ramar Bridge and the Himalayas.” She said: “One source notes that Ramancoil has been shown on a 1747 map made in The Netherlands, called the Malabar Bowen Map of The Netherlands, and that the 1788 edition of the map called Map of Hindoostan or the Mughal Empire, which is available in Saraswati Mahal Library, Thanjavur, Tamil Nadu, makes reference to the bridge.” She said, “The bridge’s unique curvature and composition by age reveals that it is manmade and that archaeological studies revealed that first signs of human inhabitants in Sri Lanka date back to the primitive age of about 17,50,000 years and the bridge’s age is also almost equivalent.”

Ms. Jayalalithaa said that in 2005, she as Chief Minister had voiced concern at the damage to the ecologically sensitive zone and the effect of the project on the livelihood of fishermen. But these aspects were not considered and it was being hurried through for political reasons.

Friends,

I warmly welcome all the respected delegates who have come to participate in this National Council meeting to our country’s capital. The Sun God has already begun his transit from the south to the north. Winter’s freezing ice is beginning to thaw thus paving way for spring. Rituraj, (the king of seasons) symbolic of new enthusiasm and maturity, is about to grace us with his presence. I mention all of this because the manner in which the BJP is achieving important electoral successes one after the other, clearly indicates that the people’s support for the UPA government is melting in favour of the BJP. A new golden era beckons all of us. We are all aware that true devotion, hardwork, mutual confidence, coordination and self restraint alongwith meticulous planning are the prerequisites for success. If we all truly follow this path, then in the forthcoming year further glorious achievements await us. All of us here need to pledge ourselves for victory. To attain this we will laboriously make constant attempts and in the process also meet our social and political responsibilities with maturity.

Events since our last Council

We had all met in Lucknow in December 2006 for the last meeting of our National Council. In that meeting, you had all endorsed my appointment as the National President of the party. Today after a gap of about 13 months, we have once again come together for the National Council. During these 13 months we have won four elections. First Punjab and Uttarakhand and only last month in Gujarat and Himachal we achieved glorious success. We snatched three states from the Congress and in the prestigious battle of Gujarat we again retained our government. However, during this period, the election results in Uttar Pradesh were not upto our expectations and in Goa we were not successful in wresting power from the Congress. However, this is a historic occasion where in a single year the BJP formed the government in four states. The victory in each of these four states has a separate significance. In Punjab where we have emerged as the main constituent and effective coalition partner of the government, in Uttarakhand the people of the state voted for the BJP for the first time since the creation of the state. The recently concluded election in Gujarat was unique in itself where the entire nation focused on that Gujarat where unprecedented development has taken place under the leadership of Shri Narendra Modi. The splendid success of Gujarat has given the twin message of ideology and development in favour of the Bharatiya Janata Party. For this splendid victory I congratulate both the people of Gujarat as well as the efforts of the dedicated workers of our organization. During the period of the Sri Ram Janambhoomi movement of 1990-91, we had rapidly grown in many states. Gujarat was also one of them. However, the current victory has established that over the last 16-17 years, Gujarat has emerged as an invincible bastion of the BJP.

The victory in Himachal Pradesh was also a grand achievement. The people of Himachal, the efforts of our committed workers as well as the collective efforts of Chief Minister Shri Prem Kumar Dhumal and former Chief Minister Shri Shanta Kumar needs to be lauded for this impressive victory. The Himachal victory has literally silenced our critics who made a hue and cry about our non existent internal strike.

Both Gujarat and Himachal have given a befitting reply to those who tried to paint the BJP as being communal and inflicted by internal strife.

Out of the four states which we won last year, in three states the BJP has its own chief ministers and in Punjab our trusted ally and the senior Akali leader Shri Parkash Singh Badal became the Chief Minister of the Akali-BJP coalition government. Shri Badal is among the country’s seniormost chief ministers and has the enduring pillar of Punjab politics for over half a century. On behalf of the entire National Council I congratulate and felicitate the four Chief Ministers, our NDA ally Shri Parkash Singh Badal of the Akali Dal and the three BJP Chief Ministers Shri Bhuvan Chand Khanduri, Shri Narendra Modi and Shri Prem Kumar Dhumal.

Friends, during this very period, we also experienced a glimpse of power in Karnataka. After much dithering on the terms of the coalition, the Janata Dal (S) finally supported the BJP. Shri Yediyurappa became the Chief Minister. However, prior to the vote of confidence, the action of the Janata Dal not only resulted in the demise of the BJP’s first government in the south within its infancy itself, but has also further worsened the crisis of credibility that is increasingly impacting the country’s political scenario. We are however satisfied that the BJP had fulfilled its commitments towards the dharma of coalition. The BJP has been ditched but the BJP never took any step that may have led to a breach of trust. I am confident that in the forthcoming assembly elections in Karnataka we will win the confidence of the people to successfully form the government, and in this year we will also establish the BJP’s first government in the south whose glimpse we had witnessed last year.

The situation of the governments in Goa and Jharkhand clearly stands before you. Nothing can be said about how long the governments in these two states will last. The current political instability is a consequence of misuse of power, trampling the spirit of the Constitution and making a joke of democracy only to prevent the BJP from forming the government in both Goa and Jharkhand. I hold the Congress and the so called secular parties directly responsible for today’s instability in Goa and Jharkhand and also appeal to the people of the country to understand how undemocratic political machinations merely for opposing the BJP can create such instability, Goa and Jharkhand being examples of this.

Only recently our coalition government in Nagaland was dislodged and President’s rule was inappropriately imposed despite elections being due in a few days. Prior to this, by misusing the constitutional authority, the Congress dislodged our governments in both Goa and Jharkhand. The Nagaland incident is the latest example of this very mindset. Despite all of this, I am confident that in the forthcoming assembly elections in Nagaland, our coalition will once again emerge victorious.

Today, across the country the BJP is expanding state by state and the influence of the Congress party which is ruling at the centre is constantly shrinking. Today, the states which are being governed by the BJP on its own or alongwith coalition partners, in those states (including Karnataka) there are over 200 Lok Sabha seats. In contrast, the states which are being governed by the Congress alone or with coalition partners, in them there are less than 125 Lok Sabha seats. These figures are a clear indicator about the country’s current political pulse as well as the prospects of the forthcoming Lok Sabha elections. If the democratic results of Goa and Jharkhand had not been hijacked, then this figure and the gap could have been even larger.

Another fact worth considering is that Congress Party has consistently declined over the last six consecutive Lok Sabha elections. The situation today has conclusively changed since twenty years ago, when in 1988, the Congress Party stood at 400 seats as compared to the two seats of the BJP. During this period, the people of the country have rejected the Congress in 225 seats, while the BJP has grown from 2 seats to 183 and in the present Lok Sabha we got 137 seats. Where 20 years ago we did not have a single government in any state, today in six states we have our own governments, in three states we are in power through coalitions and if we take into account both Karnataka and Nagaland at the time of the dissolution of the assemblies, then in total we would have been in power in eleven states. At the same time, the number of states where the Congress is in power is far less than us. These facts indicate towards the constantly changing face of India’s political scenario over the last two decades. In the forthcoming Lok Sabha elections, we need to change this in a decisive manner and ensure that the BJP gets a stable change in its favour.

Friends, whether the Lok Sabha elections take place this year or on the due date, for all practical purposes the country has already entered into an election year. After the defeat in Gujarat and Himachal, the Congress is in a state of shock. Even the Left which on virtually every matter threatens to topple the government, is keen to keep away from the very thought of elections. The so called secular parties are still busy calculating the pros and cons of future political possibilities. The parties that have recently emerged as powerful regional centres and who are nurturing national political ambitions, have also faced setbacks in the recent elections. However, the BJP is way ahead of the other political parties and has already started tightening its belt in preparation for the elections.

The seniormost leader of the party after respected Atalji, respected Shri Lal Krishna Advani ji, has been declared as the party’s Prime Ministerial candidate. During his long political life, while working with Atalji, the additional political strength that Advaniji has given to the BJP is indeed everlasting. Advaniji’s personality, his far sightedness and his staunch commitment towards values has always inspired party workers. The entire leadership of my generation has gradually matured under the guidance of Atalji and Advaniji. When I compare ourselves with other political parties, I am unable to find another pair of leaders as respected Atalji and Advaniji who have worked so closely for such a long period of time. The close coordination between these two leaders during the entire journey from the Rashtriya Swayamsevak Sangh to Jan Sangh, from the Janata Party to Bharatiya Janata Party and from a numerically irrelevant party in the Lok Sabha to the ruling party, is nothing less than being God gifted in Indian politics. Today as I mention the name of Shri Lal Krishna Advani ji, I feel I am literally taking the name of the future Prime Minister of India. Today he is no longer only the leader of the BJP but he now the leader of our entire nation. I am certain that with the cooperation of all our workers and the blessings of Atalji, the BJP will definitely be successful in the forthcoming Lok Sabha under the leadership of Advaniji.

We are the first political party in the country to announce the formation of its Election Campaign Committee in which we formulated an initial framework for the forthcoming Lok Sabha as well as over ten assembly elections that are due this year. This means that in terms of both leadership and campaign we are already far ahead of other parties.

The BJP as a political party does not belong to a single personality or family. Rather, our party leadership is carefully nurtured through a natural evolution process. In the past, we have contested several parliamentary elections after clearly declaring our leader. From 1996 till 2004, we contested all elections by projecting Atalji as our leader. Today, in a unique situation, the Congress Party, known as a party under the influence of one person and family, is unable to take a decision about its leader for the elections. While we have already announced our prime ministerial candidate, on behalf of the entire country, I would like to ask the UPA, who will be their candidate for the post of Prime Minister in the forthcoming Lok Sabha elections? I don’t think the Congress will be able to answer this question, because ironically while the Congress does have a Prime Minister yet it does not have a Prime Ministerial candidate.

Only a few months ago the Congress had voiced its support for single party rule. While the Congress is talking about single party rule, it is not clear about a single centre of authority within the government of their party.

Required Direction for the Country

This is the fourth year of the UPA government. As a result of the wrong policies of the government, over the last four years, people have had to face numerous problems and hardship. The UPA government is entering the last phase of its tenure. Therefore, it is natural that it should be compared with the erstwhile Vajpayee government. During the tenure of the Vajpayee government, from control on prices to foodgrains, gas, milk, fruits, vegetables and even salt and other daily use items as well as the dream of owning a house were all within the reach of the common man. Today with increasing prices and increasing interest rates, everything is going out of the reach of the common man.

Our government, in contrast to earlier governments, undertook totally new initiatives such as the National Highway Programme, Pradhan Mantri Gramin Sadak Yojana, development of the IT sector, disinvestment, and nuclear tests among others. These novel initiatives laid the very foundation of a new India.

The BJP led NDA government had a grand vision for a comprehensive development to make India a global superpower. We established a new epoch in Indian politics and international diplomacy.

I would like to remind the people of the country, that immediately after coming to power, we conducted the Pokhran test. Virtually all the superpowers of the world went against us. Economic sanctions were imposed on us. It was the farsightedness of the Vajpayee government that we became prosperous by issuing India Development Bonds for the purpose of investments in India, and through other diplomatic means we came to be recognized as a nuclear power. This repositioned India in the global scenario. In this process we not only established India as a strategic power but also practically enhanced the emotional bonds of our non resident Indians with the country’s development. Along with this, we achieved spectacular progress in the field of technology, became leaders in agriculture and food grain production, and thus, by overcoming all hurdles started emerging as a global economic superpower.

No country can become a strategic power only on the basis of military might. For this, diplomatic dexterity is also required. The biggest diplomatic achievement of the NDA was that we were able to finally end the era of comparison between India and Pakistan.

Through the Seattle (1999) and Doha (2001) WTO summits, we ended the hegemony of the western world and the United States on global trade. We further democratized the internal structure of the WTO. For the first time in history, India was triumphant in economic diplomacy.

Therefore, through the excellent diplomatic initiatives undertaken during the tenure of the NDA, we clearly established India as one of the military and economic powers of the world.

However, beyond this, I would like to draw your attention to another dimension of the evolution of India’s power. For any nation to establish its influence in the world, it requires to become a military superpower. This is not a new concept but has been in practice for centuries. In world history, the earth was shaken on several occasions by many, from Alexander who claimed to be the son of Apollo to Chengiz Khan who hoisted his flag from the Mediterranean Sea to the China Sea, by the massive army of Greece or the Roman Eagle to the might of the Spanish Armand or the slogan of Rule Britannia, or Hitler’s Third Reich.

The indispensibility of military power cannot be negated. It makes a nation into a “Hard Power”. Any big country in the world can acquire this power. Military might can establish one’s awe but cannot ensure one’s respect, affection and oneness. For this a nation has to possess “Soft Power or Gentle Power”. Under the NDA, we were even able to establish India’s inherent and eternal soft power in the world.

The concept of Soft Power was propounded in 1990 by Harvard University’s eminent intellectual Joseph Nye. In 2004, in his book titled “Soft Power: the Means to Succeed in Global Politics” he explained how any country can influence global politics by combining cultural and emotional bonds with its social and economic power.

Our government at that time made meaningful efforts to establish a live contact with the over 2 crore people of Indian origin. Through the government, we started the process for observing the Pravasi Bharatiya Divas every year. For the first time, we appointed a special ambassador for non-resident Indians whom we called Ambassador at Large, so that the Indian community in different parts of the world could collectively spread our culture and contribute towards India’s interests. During the tenure of our government, we also launched the Indian Entertainment Industry and Cinema on the international scene. I would like to remind you that in Afghanistan, after the defeat of the Taliban, when our Foreign Minister went there, he not only carried relief material and a package for economic assistance, but also took with him numerous CDs and cassettes of Hindi films, songs and Indian dance music. This also laid the foundation of a new and close relationship between the common people of India and Afghanistan. On account of such efforts, the global community slowly and indirectly gets deeply influenced and this becomes evident only after some time. An American journalist in Beijing, Jehangir Pochha, wrote that a Russian youth was so highly influenced on seeing the sacraments and process of an Indian wedding in a film, that he is believed to have said that Indian sacraments are so full of life and colorful enthusiasm that one’s heart feels like becoming an Indian.

Soft Power and Gentle Power can also be understood from a famous example. Hu Shih, China’s ambassador to America from 1938 to 1942, and later the Vice Chancellor of Peking University from 1946 to 1948 had said that India culturally conquered and dominated China for 2000 years without ever having to send a single soldier across her border.

I am only trying to say that during the tenure of the BJP led NDA government and under the leadership of respected Atalji, India not only emerged as a Hard Power or Military-Economic Power but also emerged as a Soft Power or Gentle-Cultural Power in the world. Under us, India’s real power evolved in a complete manner. In my opinion, this marked the real Bharat Uday or “India Rising”. In politics, sometimes it takes many years to get the message across to the masses. I believe that after experiencing the mis-governance of the UPA government, the people of the country will be able to better understand how the real rise of India was taking place during the tenure of the NDA. If the people give us another opportunity to govern, then we will effectively establish India’s rise before the entire country and the rest of the world.

Challenges & Challenges before the Nation

Today under the UPA, whatever little development is being seen, it is merely an expansion of the foundations that were laid by the erstwhile NDA government. I would like to ask the UPA government to inform the nation about even a single novel developmental project that it has initiated during the last three and a half years of its tenure. The novel initiatives undertaken by the UPA government in the country are clearly evident in the present circumstances of the country.

Pitiable Conditions of Farmers

Since the UPA government has assumed power at the centre, the common man has had to face numerous hardships. However, if a single category of persons have had to encounter misery literally falling from the skies, it is the agricultural sector. In addition to the farmers not getting electricity, water and fertilizers at the appropriate prices, they are increasingly getting entangled in a vicious cycle of debt to such an extent that after a point they have no other option but to commit suicide. Over the last few years, the huge increase in the number of cases of farmer suicides is a shameful chapter in the history of India.

At one end, one sees new dimensions of industrial growth across India. It is indeed a matter of pride for us that many Indian industrialists are taking over prestigious foreign companies and we laud their efforts. However, at the other end, it is indeed a matter of great shame for us, that farmers in such large numbers are being forced to commit suicide and the government’s incapability and insensitivity is truly deplorable.

On the one hand, the number of millionaires in the country is increasing and markets are sparkling with expensive luxury items, but on the other hand, according to the facts of the United Nations that were published recently in a leading national newspaper while making an economic comparison between India and China, the daily earning of 80% of India’s population is less than US$ 2 i.e. approximately less than Rs 80 per day. The massive imbalance between these two aspects of progress is a clear proof of the UPA government’s shortsightedness, incapability and insensitivity.

I constantly reflect about a comprehensive vision for development, central to which are the villages, the poor and farmers. As the Union Agriculture Minister and with the blessings and support of our then Prime Minister respected Atalji, I could successfully bring down the interest rates on agricultural loans from an unviable 14 to 18% to 8 to 9%. At that time we also set up the National Commission on Farmers.

Last year the National Commission on Farmers submitted its report to the government in which it has expressed concern on the current condition of the agricultural sector. Our demand for bringing down the interest rate on agricultural loans to 4% has been included as one of the suggestions of the commission. I wrote a letter to the Prime Minister demanding that an all party meeting should be called for immediately implementing the recommendations of the National Commission on Farmers and all the political parties of the country should rise above political considerations to help farmers come out of this vicious cycle. The government did not pay any heed to this demand. Thereafter, to focus attention on the misery of farmers, the Bharatiya Janata Party resorted to political means and on 20th October 2007, at the Ramlila Ground in Delhi, we organized a meeting of farmers in huge numbers and then marched towards Parliament where respected Advaniji, myself, many BJP leaders and thousands of farmers courted arrest.

Friends, farmers are not burdened only by debt, and in the different parts of the country, farmers have to face various types of severe hardship. In West Bengal’s Singur and Nandigram, the manner in which farmers were suppressed in the land acquisition process is totally shameful and deplorable. Even beyond this, the CPM cadre went ahead and unlawfully used force to recapture land and spread terror amongst the inhabitants of Nandigram. This exposed the true character of the so called champions of the proletariat. Last year, the BJP was the first to react on the Singur and Nandigram issue when I personally visited Singur and expressed our support to Ms Mamata Bannerjee, who was spearheading the movement. Recently in November, an NDA delegation led by respected Advaniji toured Nandigram to nationally highlight the atrocities being perpetrated on the farmers there.

Over the last few years, thousands of farmers have committed suicide in Andhra Pradesh and Maharashtra. For many years, the Vidarbha region of Maharashtra has become a graveyard for farmers. The maximum number of cases of farmers suicides are from this region. Both the state and central governments are not being able to find a solution to deal with the problem. The Prime Minister’s package for the Vidarbha has proved to be nothing more than an illusion. That is why the BJP once again took steps and on this every 10th and 11th of January, I went on a two day Kisan Yatra in Vidarbha. During the yatra, the misery of the farmers that we witnessed was truly heart rendering. I also realized that sitting in Delhi, we cannot even estimate the amount of fury that the village and farmers feel towards the central government. This anger is natural and we will feel its true impact in the times to come.

It is indeed a sad irony to see the pitiable condition of our food providers that too at the hands of a government that has been elected by the people. The UPA government today is an example of this irony. Those who claim to be with the common man stand fully exposed. The issue is no longer about ignoring or being insensitive towards the farmers but has now reached the point of exploitation and suppression. Both Vidarbha and West Bengal are glaring examples of this.

Despite all of this, the Congress boasts about the magnificent 10% growth rate of the economy. Does the Congress believe that a great India can founded on a heap of dead bodies of farmers? This is impossible. In these developments, I can clearly foresee even greater concerns for the future. Similar to the manner in which the Congress accepted the partition of India during the independence movement in the 20th century, which laid down the foundation of everlasting communal tensions within the country, if the Congress rule persists for a few more years, it will sow the deep rooted poisonous seeds of economic disparity in the country and this may create major chaos in the times to come.

The upliftment of farmers is not a political issue. Even more than a social issue it is a national priority. In the north, from the Sutlej to the Ganga, and in the south, from the Tungbhadra to the Cauvery, lies one of the largest fertile plains of the world. This is one of the most densely populated regions of the world. In this region, it is worth considering as to how practical is it to follow any developmental scheme that keeps agriculture and the human resource on the margins. The service sector based model of economic development of those countries which were not having a large and developed agrarian sector cannot as such be appropriate for India. The vision of Mahatma Gandhi and Pandit Deendayal Upadhyaya appear even more relevant today.

The pitiable conditions of villages is a matter of concern not only because the Annadatta farmer comes from the villages, but also because our brave soldiers of the security forces come from the same families. If the farmers continue to desert agriculture like this, then we may have to confront another complicated dimension of this problem. The pathetic condition of farmers will not only impact the social imbalance and food security, but beyond a point, will also have far reaching consequences where it may lead to a dearth of committed human resource for our security forces. Jai Jawan Jai Kisan was much more than a mere slogan. It reflects the inherent and natural co-relation between the jawans and kisans.

I would like to clearly point out that no country can continue to ascend the path of progress by ignoring the interests of the villages, poor, farmers and the youth and soldiers. That is why we need to carry them along and reorient ourselves in the direction of the villages. A peoples awareness movement needs to be taken to every village.

The farmer is the country’s largest working class. In terms of population, they comprise the largest group of producers and consumers. Economic progress cannot be actualized without enhancing the purchasing power of farmers. We need to inform our farmers that they are the architects of India’s future. And who are eclipsing their progress will have to leave power. We will also tell the farmers which political party is their true sympathizer. They need to reflect upon this prior to casting their vote. The farmer should neither be dazzled by the hollow talk of development nor should they be misled by the fog of regionalism and casteism. Infact, they need to support the committed nationalist forces to bring to the forefront the real power of both the Kisan and Jawan.

I demand that the government should seriously apply itself to the problems of farmers and convene a special session of Parliament for an extensive discussion on this.

Directionless Economic Policy

The fast growing share market is considered to be symbolic of the country’s prosperity, but this prosperity cannot be treated as all-inclusive until the interests of the small investors are clearly protected. The BJP is ever vigilant about protecting the interests of the small investors. A serious matter of concern is the volatility that is being witnessed in the share market particularly over the last six months, where the sensex dramatically rose from 15000 to 21000 points in a mere 190 days. In the recent crash, in only two and half days, the sensex crashed by about 3000 points and thereafter within a single day rose by 850 points. Such volatility impacts the small investor the most, and creates doubts in their minds. The BJP has already voiced its concern about the role of Foreign Institutional Investors (FII) and funds coming into the Stock Market through the PN route. Given all this, the BJP demands that the Government should immediately investigate about who are the people behind the upheaval in the share market, what are their objectives, who are the main beneficiaries and also how the government is planning to compensate the billions of rupees that small investors have lost in the process. And the government needs to ensure that a repeat of such an event does not take place and a few people are not able to manipulate the entire market in the future.

The central government is stoutly claiming that the country is economically progressing at a fast pace. I am unable to comprehend what sort of economic progress is taking place wherein over the past three years and eight months, prices have consistently been increasing, interest rates for housing loans have increased to such levels that owning a house has once again becoming a dream for the middle class, and I have already outlined the pitiable condition of the farmers.

To provide relief to the common man who is burdened by increasing inflation as well as interest rates, the BJP demands that the government should increase the income tax standard exemption limit to Rs 1.5 lacs, bring down the interest rates for housing and education loans to the 2004 levels, and reduce interest rates for agricultural loans to 4%.

On account of the rising level of urbanization across the country, the demand for commercial and residential properties is increasing. However, the speed at which the prices of these properties are increasing, do not augur well for inclusive development. Housing is a basic human need. This sector cannot be left unregulated or uncontrolled. To bring about healthy competition in this sector and also to ensure that the common man is assured the availability of a house, the BJP is demanding the setting up of a “Real Estate Regulatory Authority.”

Terrorist incidents have increased in the country. The National Security Advisor has expressed an apprehension that terrorist funds could be injected into the share markets. This makes it imperative to strictly monitor funds that are coming in through the overseas Foreign Institutional Investors (FII). The government’s measures to monitor funds coming in through the PN route are not adequate and there is a need for even stricter vigil to be maintained on this front.

The theme of the Eleventh Five Year Plan is comprehensive development. 27 goals have been identified for achieving comprehensive development. Out of these, the states have been given the responsibility for achieving 13 goals. This indicates that the Planning Commission itself is not sure about achieving these goals. According to the Commission, poverty reduction is not taking place at the same pace at which the country is progressing. The scheduled castes, tribes and other weak sections of society are not benefiting from this progress. Gender disparity continues to be a big problem. Undoubtedly, the Eleventh Five Year Plan will have to deal with huge challenges.

The biggest challenge before the Eleventh Five Year Plan is the fact that foreign trade and foreign investment comprises 40% of the Gross Domestic Product (GDP). This implies that the forecasted slowdown in America and the western countries can also impact India. According to the country’s economists, it will not be possible to achieve the difficult and specific goals of the Eleventh Five Year Plan.

During the tenure of the NDA, our economic policy was not limited to making India only a leader in sectors such as the service sector, housing, IT and telecom, but was also to take the country to a commanding position for all items of the common man’s daily use. Under the NDA, India became the number one producer of the world in the areas of milk production, fruit and vegetable production, tea production and jute production. In the areas of wheat and rice production, we achieved self reliance and also became the world’s third largest producer. This was possible because we sought to link the economy with agriculture. Today, we need to import even basic food grains such as wheat and that too at high prices and of lower quality. This explains as to why the country is suffering from a sense of insecurity in the context of food grains. In terms of employment, agriculture is a highly labour intensive sector, which appropriately can utilize a large number of the human resource. Agriculture is India’s largest employment sector. Without its development, neither unemployment nor inflation can be controlled.

In a single sentence if one is to sum up what the UPA government has given India during the last three years and eight months, then we can say that the people of the country have got only two things – “Unequal Society” and “Sense of Insecurity”.

Requirement for a National Policy for Infrastructural Projects

After the exit of the NDA government at the centre, the current UPA government has either halted numerous developmental projects or neglected them only for political reasons. For example, the pace of the core infrastructure milestone programmes like the National Highway Development Programme has immensely slowed down. By now, work on the Golden Quadrilateral Programme linking the four metropolitan cities should have been completed. I mention all this because at the time of the launch of these programmes, I was the Shipping & Surface Transport Minister. Beneficial programmes for the country such as the Golden Quadrilateral, North-South & East-West Corridor and the Pradhan Mantri Gramin Sadak Yojana should not be affected with a change in government.

The NDA government had sanctioned six hospitals on the lines of the All India Institute of Medical Sciences (AIIMS) in Delhi to ensure the availability of high standards medical facilities in all regions of the country. This programme has gone into cold storage.

The Agriculture Income Insurance Scheme that was started to provide farmers with an assured income on the basis of their land, has been stopped. Even the Kisan Credit Card Scheme has gone into cold storage. Even those farmers who have the credit cards, are no longer getting credit.

One can clearly foresee a major problem of water availability in India, in times to come. To deal with this potential water problem, the NDA government had initiated a programme for efficiently utilizing rain water and also the massive inter-linking of rivers programme, something the UPA government has not even applied any thought to after coming to power.

All these schemes were not meant for the benefit of any particular segment but instead are beneficial for the people of the entire country. Their unexpected closure or slowdown will prove to be extremely problematic for India, which is emerging as a global power.

I believe as in the case of foreign policy and economic policy during the last 15 years, just as a change in the direction of the basic policy of the country is not considered correct with change in governments, similarly if India wants to become a developed country and a global superpower, then fundamental infrastructure projects and policies should remain unaffected with change in governments.

Minority Appeasement

Minority appeasement is foremost among the most disturbing tasks that the UPA government has undertaken over the last three and half years. After being rapped by the Supreme Court for attempting to introduce reservation on religious basis in government jobs and educational institutions, the central government tried to allocate a separate communal quota in bank loans and funds earmarked for development. The Prime Minister’s statement that the muslim community should have first right over national resources was truly shocking. The government was keen to introduce communal budgeting in the meeting of the National Development Council which was called to discuss the forthcoming five year plan. However, a day prior to the meeting of the National Development Council, I issued a statement opposing this and requested all BJP Chief Ministers in the meeting to oppose any such attempt in every possible manner. In the meeting, the BJP Chief Ministers raised this issue. I would also like to assure the entire country, that despite being in opposition, the Bharatiya Janata Party will go to any limit to thwart every such move. The BJP believes that every section of society must be developed. Any attempt to communally color development is condemnable.

According to a report of the Government of India, the allocated funds earmarked for development of the minority community have been increased from Rs 400 crores to 1400 crores. On the other hand, the allocated funds for the development of schedule castes and other backward sections have been reduced by 2%. This is injustice with the backward and reserved segments. If there is any requirement to ensure that benefits of the government programmes need to reach any particular segment, then actually this segment is of the scheduled castes and scheduled tribes. The government should do away with the reduction of allocated funds earmarked for the scheduled castes and scheduled tribes and if required a nodal agency should be created to monitor that the funds appropriately reach the needy persons in these sections.

Today many misconceptions are associated with the term minority. Various court judgements are also echoing questions such as who is a minority, on what basis and in which region, and this takes different connotations depending on the prevailing situation and geographical area in different parts of the country. On account of such reasons, there is a greater possibility of politically misusing this. I request the government to legally define the term minority and also appropriately determine in what spheres it would be applicable.

Terrorism

Terrorism is acquiring stability in India. Both naxalite violence and jehadi terrorism have increased since this Congress led and Left supported government has come to power at the centre. Naxalite terrorism has become particularly problematic in Chhattisgarh, Jharkhand, Bihar and Andhra Pradesh. Since this government assuming office, jehadi terrorism has literally spread its feet all over the country. Over the last three years, there have been terrorist attacks on virtually all prominent cities which are considered to be the country’s political, economic, intellectual, cultural and nationalist centres. Now even religious centres and places of worship are being targeted in a ruthless manner.

We are also worried about how terrorism, over the last year or two, has been spreading in Uttar Pradesh, the largest state of the country. The terrorist attack on Sri Ramjanambhoomi two and a half years ago, then the attack on the Sankat Mochan Temple in Kashi, the blasts in the courts of Lucknow, Varanasi and Faizabad two months ago, as also the blast in the camp of the Central Reserve Police in Rampur, all indicate that terrorism is increasing its foothold in the inner parts and Hindi heartland of the country and specifically in Uttar Pradesh. The terrorist attacks that have taken place in Uttar Pradesh over the last two months are important from the point of view that for the first time, terrorists have tried to terrorize the judiciary. This is because the lawyers of Uttar Pradesh took a decision not to fight the cases of terrorists. In my opinion, if the central government had not kept pending for so long the decision of the Supreme Court to hang Mohammed Afzal, the main accused in the Parliament attack conspiracy, then terrorists would not have dared to even think about terrorizing the courts. I would like to ask the central government that at this point of time, where exactly is Afzal’s clemency appeal lying between the Home Ministry and Rashtrapati Bhawan? This is because former president Dr Abdul Kalam has said that when he had referred the matter to the Home Ministry, then during his tenure, the Home Ministry did not return the file to him. What message does the government want to give to the terrorists?

Secondly, for the first time an incident outside Kashmir and involving an attack on the camp of a security force has taken place. This situation in Uttar Pradesh has begun only after the tenure of the BJP governments ended there. For us, this is a matter of national worry because given the long ad open border with Nepal, if the law and order situation in Uttar Pradesh weakens, then it can open a new gate of insecurity for entire north India.

I would like to ask all those human rights activists who speak about human rights at the time when tough measures are used against terrorists, why are they silent when innocent civilians and brave soldiers of the security forces are killed in horrific incidents of terrorist attacks? The BJP expresses its sympathy for all those citizens who have lost their lives in terrorist attacks and is grateful to all those soldiers of the security forces who have laid down their lives as well as expresses its deep respect to their families.

I believe that from every aspect the time has finally come for the central government to correct its past mistakes, and for effectively controlling terrorism once again enact POTA. If they have a problem with POTA merely because it was enacted during the tenure of the BJP government, then let them by any other name introduce an anti-terror law in Parliament. Today India is the only big country in the world which is combating terrorism but does not have any anti-terror law. In the absence of an anti-terror law, asking security forces to fight terrorists is an unequal battle, a destructive battle in which the self-confidence of the terrorists increases and the self-confidence of the security forces reduces. We will never let this happen. On behalf of the BJP I would like to reassure the people of the entire country that if the central government introduces an anti-terror law in Parliament, then we will support it, and if after the elections we form the government at the centre, then we will restore POTA for the security of the country’s masses.

Unstable Indian Subcontinent

Pakistan is progressing towards instability, given the conditions that have existed there for a long time. Internal dissatisfaction, revolt in Waziristan, news reports about differences within the army, the autonomy of the ISI, the developing extremism against the presence of American troops, and among all these the application and withdrawal of emergency, all indicate towards a dangerous and disturbing internal situation within Pakistan. In the midst of all this, the assassination of Pakistan’s former Prime Minister Smt Benazir Bhutto has only added fuel to the fire. Pakistan appears to be moving in the direction of serious problems. In the past also, Pakistan has never enjoyed an image of being a responsible nation, and the creation of new complications only increases the possibilities of further irresponsible actions which in turn can become a serious problem for India. I am not stating all this merely on the basis of evaluation. Recently a report published in an international magazine (America’s Newsweek) stated that Pakistan has become a place of rest for terrorists. As Afghanistan, even Pakistan offers a lot to al Qaeda’s chief Osama bin Ladin. The report further stated that al Qaeda has spread its net across Pakistan and Taliban fighters are able to freely move across the border between Pakistan and Afghanistan. According to “The Economist” magazine, Pakistan has today become the most dangerous place in the world.

While the decades old American policy towards Pakistan has proved to be incorrect, at the same time their policy of seeking to control politics through the army has also not shown any positive results. It is difficult to believe that all the economic assistance that Pakistan has been receiving is only to control terrorism. One cannot accept that F-16 fighter jets with nuclear attachments are only meant for combating terrorism. This is definitely a matter of concern for India.

The growing belligerence of the Maoists in Nepal coupled with increasing anti-India propaganda is now reaching dangerous levels. Recently, Maoists
from Nepal tried to cross the border in Uttarakhand which was foiled through the peaceful demonstrations by the youth workers of the BJP and other allied organizations. However, this indicates towards the possibility of a new type of future problem.

The Madheshi problem in Nepal is a matter of concern for us. Given the growing influence of the Maoist forces in Nepal, it appears unnatural that a democratic framework can be established through them. Inherently, Maoism does not believe in democracy. Therefore, under the influence of Maoism, the talk about democracy appears paradoxical. The impact of this is clearly visible. The Maoists by exerting pressure have, through an interim Parliament, brought about a fundamental change in the structure of Nepal. Whereas if a fundamental change in the structure is necessary, then this should be done by a parliament that has been elected by the people. For stability of Nepal, it is imperative that a democratically elected government which can administer the country in accordance with the wishes of the people is established. The Government of India should also apply its mind in this direction.

The manner in which the anger of the people against military rule is taking to the streets, reflects the diminishing control and support for the military rulers inside Myanmar. Buddhist monks took to the streets in large numbers to protest against the government there. We condemn the deplorable manner in which the government there acted against the Buddhist monks. The representative of any religion should not be mistreated.

In Sri Lanka, the ceasefire against the LTTE has ended and once again the LTTE has become aggressive and active. Bomb blasts are taking place in Colombo almost on a daily basis. On account of the increasing impact of terrorism, the Government of India will have to keep a close watch to ensure that an occasion does not arise for another country to establish its influence in Sri Lanka. On several occasions a demand has emanated from within Sri Lanka that the Indian government should get involved in the peace talks there. However, the Government of India does not appear to be making any move in this direction. In my opinion, the solution for Sri Lanka’s Tamil problem is possible only through dialogue. The Government of India should try to ensure that the war comes to an end in Sri Lanka and the peace process once again begins.

Like Pakistan, Bangladesh is also becoming a new hub for anti-India activities. The ULFA militants of Assam take refuge in Bangladesh. Many insurgent groups of the north east organize themselves from the across the borders in Bangladesh and Myanmar. Only recently Bangladesh did not permit the gas pipeline coming from Myanmar to India to pass through its territory. Recently, certain facts have surfaced indicating that over the past few years China has been the largest supplier of arms to Bangladesh. However, the Indian Government continues to be a mute spectator.

The manner in which China has established a post in Myanmar to monitor the activities of the Indian Navy and set up their deep naval base at Gwadar in Pakistan, are also becoming matters of concern for us. One notices a sharp edge in the recent language being used by China. If one takes into account how active China is in Myanmar, Bangladesh, Sri Lanka and Pakistan and also combines this with the influence of the Maoists in Nepal, it appears that China is attempting to encircle India. The honourable Prime Minister should have raised this issue in his recent visit to China, but what to speak about effective protest, one did not see even a desire to protest. On the contrary, the Left which is supporting the government, accuses India of becoming a part of the design to encircle China. These accusations are not only ridiculous but also reflect the commitment of some political parties to countries across the border and casts doubts about their nationalistic commitment. The recent Chinese intrusions into Arunachal Pradesh and by declining to issue Visas to officers from Arunachal, in a sense amounts to China trying to create a legal claim over Arunachal before the government. Only recently, the Foreign Minister has publicly acknowledged that Chinese intrusions on the borders do happen from time to time. In this background, in the absence of seeking any clarifications, it is beyond my understanding how can the Prime Minister justify his China visit.

Therefore, across the entire Indian sub continent, democratic traditions are being impacted in all our neighbouring countries. Situations that promote dictatorship, terrorism and internal strife are getting created. In addition to instability, the Indian cub-continent is becoming a region of anti-India activities. However, given it’s ostrich like approach, the Indian Government is probably not being able to see all of this, or despite seeing all this, does not want to see reality. As a result, this current government is not being able to draft any meaningful policy for the entire region. In my opinion, in addition to foreign policy, the time has now come for the government to formulate a Comprehensive and Integrated Vision for the entire region so that stability, peace and democracy are further strengthened. Our relationship with the Indian sub-continent is important not only from the aspect of security but also from the aspect of economic development and increase of trade. However, Government of India does not have a policy even for this. That is why the borders of the country have become easy targets for infiltration by militants.

Jammu & Kashmir

Despite the existence of Congress coalition governments in both the centre and Jammu & Kashmir, one is not being able to see any sort of improvement there. Instead of trying to bring Jammu & Kashmir into the national mainstream, the state government constantly keeps floating trial balloons that enhance separatist feelings. Sometimes they talk about the pre-1953 situation or make a completely ludicrous demand such as asking for a separate currency for the state of Jammu & Kashmir. Prior to 1953, when Kashmir had a separate parliament, prime minister and flag, at that time also they did not have a separate currency. This shows that the Congress is going even one step beyond that point in history.

In the midst of all this, the government is not paying any attention towards the plight of the Kashmiri Pandits who are leading a life of misery. There is no special provision for the Kashmiri Pandits in the government package announced for Jammu & Kashmir. We demand that the government should immediately announce a special package for the rehabilitation of Kashmiri Pandits. In my opinion, to bring Kashmir into the national mainstream and also to weaken separatist forces, the time has now come for all political parties, in the national interest, to once again consider removal of Article 370 and implementation of Union Civil Code.

Continuing Neglect of the North East Region

The north east region of the country is not only unique geographically, but also has a unique economic, social and cultural situation. Unfortunately, the Congress has never properly understood the feelings of this region, and under the UPA government, the entire north east region continues to suffer from serious neglect. This beautiful part of our country has been virtually bypassed in terms of development under decades of Congress misrule. Over a period of time, the ever increasing influx of illegal immigrants from Bangladesh, started creating grave implications on both their identity and limited avenues of economic sustenance. Unfortunately, instead of adopting a remedial long term approach to permanently solve the problem, successive Congress governments both in centre as well as in the north eastern states, treated these illegal immigrants as captive vote banks for narrow political gains and in the long run directly became responsible for socially and politically destabilizing virtually all parts of the north east region. This short sighted approach, particularly of the Congress party, led to the emergence of various insurgent movements that sought to protect their unique identity as well as regional interests. Today, many areas bordering Bangladesh have been demographically altered by the illegal immigrants and reducing the indigenous population to a minority, in the process thereby creating social tensions coupled with serious security implications. This is in turn is proving to be highly detrimental to the long term national interests.

The BJP led NDA government sought to permanently reverse this trend and substantially increased focus on development to ensure that economic prosperity percolated to all parts of the north east region, and they could conclusively join the national mainstream. However, under the UPA government, there is an evident slowdown in this process and once again violent incidents are on the rise. The north eastern states have encountered numerous problems on account of the infiltration of Bangladeshis. It appears the social structure of the region is being altered through a well thought out plan. Assam under the Congress is the most glaring example of this trend. The continuing massacre of Hindi speaking workers in Assam is a nefarious design to spark a feeling of separatism and also segregate the north east from rest of India. The BJP strongly condemns this. The involved militants are operating from the soil of Bangladesh.

Recently in Nagaland, the central government, in an unconstitutional manner, dismissed the government of the Democratic Alliance of Nagaland, of which the BJP was also a part. I would like to remind everyone that during the tenure of the Vajpayee government, a special package was gifted to Nagaland, whereas the government of today has gifted it Presidents’ rule. I am confident that in the forthcoming assembly election on the 5th of March, the Congress will once again be defeated and the BJP alongwith its alliance partners will emerge victorious.

Tripura goes to the polls on 23rd February and Meghalaya on 3rd March. The Left Front has been ruling Tripura for a long time. Despite this, the poor condition of the state is a clear indicator that change of government is essential. In Meghalaya and Tripura too, in accordance with the aspirations of the people, new governments will be formed and the people will be freed of the misgovernance of the Congress and Left Front.

To increase our political strength in the north eastern states, we need to toil hard in sync with the unique situation there. For this, we must also endeavor to jointly work with other partners who subscribe to similar political beliefs. The BJP is committed towards bringing these states into the national mainstream in accordance with their potential and traditions.

Insult to Hindu Religion and Culture

Numerous and continuous assaults on the various symbols and core beliefs of Hindu religion and culture have been taking place since this government has come to power. The insulting and discarding attitude of this government towards Hindutva is well known. And now, some Congress party leaders have started using phrases such as Hindu terrorism. I would like to state that it is impossible to even imagine how can the Hindutva, which has from the vedic times given the message of Vasudev Kutumbakam (the entire world is one family) to the entire world, and from Lord Buddha to Mahatama Gandhi hoisted the flag of Ahimsa (non-violence) across the world, become a terrorist.

The height of this government’s attack on Hindutva became evident when in an affidavit on Ram Setu that was submitted to the court, it dismissed the very existence of Maryada Purushottam Lord Ram. Even during the period of direct foreign rule, the British and the Mughal government even under Aurangzeb, could not dare to say what this democratically elected government of independent India has done. Despite three months passing by, the government is yet to file a new affidavit. Maybe the government is thinking of some other idea to further insult the Hindus.

Recently, the well known Bangladeshi author Taslima Nasreen was assaulted in Hyderabad. In a way she has been ousted from Kolkatta. Even beyond this, a Union Minister while expressing his views about extending the duration of her visa, said that the government should do so. However, he went to the extent of saying that since in her book she had hurt the sentiments of the muslim community, therefore she should apologize to them. I would like to ask this government, when an artist paints the nude images of Hindu Goddesses, then no question was raised for an apology and instead this was termed as freedom of expression. I would like to ask if this government is so sensitive about hurting the religious sentiments of one community by any author, then on the other hand why are they not seeking an apologize to the entire community that has faith in Lord Ram from their ally and the Chief Minister of Tamil Nadu when he used derogatory words for Lord Ram? To begin with, the government itself should apologize to all the believers of Lord Ram for denouncing his existence in the affidavit submitted to the court on the Ram Setu issue. This is because, denying the very existence of Lord Ram is not a personal opinion of an individual, any one leader, a writer or an artist. Hindu society is benevolent enough to ignore such issues. But the government’s affidavit is the constitutional expression of its opinion in the Supreme Court. Therefore, if the constitutional expression of the government in the Supreme Court denounces the faith of the entire Hindu society, then it is totally unforgivable.

By extending the date for submitting a new affidavit, the doubts about the government’s intentions have further deepened. I would like to ask the government that why are they so hesitant in submitting a new affidavit? How ironical it is that the government of another country, Sri Lanka, is acknowledging the entire Ramayan as a historical reality and has formally announced this in India and expresses respect for the religious sentiments of Hindu society. Whereas, our own government is insulting the believers of Lord Ram all over the world, by denying his very existence.

I would like to warn the central government that in the new affidavit they should express regret for hurting the sentiments of the Hindus in the previous affidavit and should pay attention to ensure that in the new affidavit there is nothing that directly or indirectly casts a shadow on the faith in Indian beliefs.

The BJP always tries to, in every possible manner, stop anything that could hurt the religious sentiments of any sect or community. When we were in power, at that time, the then Human Resource Development Minister Dr Murli Manohar Joshi had removed the objectionable references about the Sikh Gurus, Guru Teg Bahadur and Guru Govind Singh, as well as the Tirthankars of the Jain religion from the NCERT textbooks. However, this government’s intention always appears doubtful. That is why, we demand from this government they should should make public the report of the Setu Samundrum Project that has been submitted to it.

The Ram Setu is not a mere structure in the sea that can be debated on the issue of being manmade or natural. Rather, it is a symbol of Indian identity and the first word of the ancient thought of Aasetu Himachal (describing India’s expanse from Setu to the Himalayas) which highlights India’s national unity and geographical expanse. This is the same mindset that considers the nation to be a mere piece of land and then carries on debating whether the inhabitants of this country originated from here or came from abroad. Thus, the pledge for the protection of Ram Setu, is great pledge for the national identity, geographical unity and the cultural continuity of India. Every nationalist Indian’s duty is to fulfill this pledge. Therefore, I declare that the Bharatiya Janata Party will give its complete moral support to the movement by the Sri Rameshwaram Ram Setu Raksha Manch for the protection of Ram Setu and we are also committed to actively support this.

Given the enormous faith that I have in Indian culture, I firmly believe that the principles of Dharma is not confined to any belief, sect, or way of worship but beyond that they are the absolute, omnipresent and eternal principles of nature. I would like to remind all those who hurt the faith of Dharma about the principle of Dharmo Rakshati Rakshita which is applicable to everyone. This phrase means that if we will not protect Dharma, then our own protection is also not possible.

The New Experiments for the Organization

The BJP is a party with a distinct ideology and unique organizational structure. Our organizational structure is quite different from other political parties. On account of this, the BJP’s character is also seen as being distinct to other political parties. After assuming the responsibility as the President of the party, I considered about undertaking two novel experiments within the BJP’s unique organizational structure. Then, after having detailed discussions within the organization, last year we arrived at two important decisions, which in the years to come, will subsequently give a new shape to the BJP’s organizational structure.

Women’s Reservation

The manner in which our social structure is changing and acquiring a new look, the real development of society is not possible without the appropriate involvement of women. Be it society or the country, Dharma or morality, they all originate from Shakti. All political parties do make tall claims about this, but in reality, do not take any steps that can ensure the natural involvement of women in the political sphere. The UPA government during its tenure has not yet presented even a draft of the Women’s Reservation Bill. This clearly indicates the insensitivity of the Congress, Left and other so called secular parties towards the issue of women empowerment,

To give a practical shape to the women reservation issue, at the BJP National Executive Meeting in May 2007 in Delhi, I constituted a committee under the Chairmanship of Smt Sushma Swaraj to prepare a draft about how to give 33% reservation to women within the organization. This committee submitted its report at the Bhopal National Executive Meeting. The endorsement of the report is expected in this National Council. After undertaking the required constitutional amendment in this regard, the BJP will become the first political party in the country to accord one third reservation to women within its organizational structure. Undoubtedly, this step will prove to be an epoch not only for the BJP but the entire nation, and its impact will be felt by the people in the years to come.

BJP At Every Booth: Constitution of Booth Committees

In terms of principles, the BJP is an ideology based party and in terms of organization, the BJP is a cadre based party of the common masses. We consider ourselves to be a cadre and ideology based party. Keeping in mind the expansion of the party upto the lowest unit of society, and also keeping in view the continual electoral process within the country, we have decided to strengthen the party organization upto the booth level. The booth is the primary unit of the electoral process and during elections, the victory or defeat of the party is impacted by the booth level management. For this, it is imperative that the party’s structure should be there at the booth level. Till date, about 65% of the booth committees have been constituted. Recently, prior to the elections in the two states of Gujarat and Himachal Pradesh, the booth committees had been constituted there. In Gujarat we also had a meeting of one lakh booth level workers. Even in Himachal Pradesh and Jammu & Kashmir, this experiment was undertaken. I hope that most of the states would have completed the formation of the booth committees and those who are in the process will complete it at the earliest. Given the manner in which the Lok Sabha elections are approaching, this task assumes greater importance. Therefore, all the State Presidents should take up this task on a war footing so that it can be completed within the stipulated time.

The Strength of the Organizational and Goal for Winning the Forthcoming Elections

As I mentioned earlier, the BJP has a unique ideology and a distinct organizational structure. The inbuilt foundation of our distinctiveness lies in the nature and emotion of our worker.

The Lok Sabha elections are approaching. They can also take place prior to their scheduled time. This year, there will be the elections of many state assemblies. On 23rd February Tripura, 3rd March Meghalaya and 5th March the Nagaland elections will be held. The Karnataka assembly election can also take place by May. In the second half of this year, elections are scheduled in four important states – Delhi, Rajasthan, Madhya Pradesh and Chhattisgarh. Given the nature of the developments in Goa and Jharkhand, elections can also take place there at any time. It will not be an exaggeration if we say that this is a time for continuous electoral battles. For the first time in the last 20 years, we are encountering so many assembly elections alongwith the Lok Sabha election. What does a political party want for the elections? A clear ideology, a mature leadership, a strong organization and an enthusiastic worker. If any political party possesses all of these, it is only the Bharatiya Janata Party. From an ideological point of view, only our ideology of cultural nationalism is capable of providing answers for all the threats that loom over the nation. From the point of view of leadership, no other party has such a capable, mature and spotless leadership like respected Atalji and Advaniji. From the point of view of workers, we are indeed blessed with such true, honest and committed workers which is nothing less than a divine gift.

Today we are having all the required factors for wining the elections, be it ideology, leadership, organization or the committed worker. The vast expanse of our workers that I can see in front of me, almost appears as if a bird is about to take to the skies, with its destination clearly visible to it. I am fully confident that we will achieve our destination.

Another thing that we should keep in mind is that when the party marches towards victory, then in enthusiasm or sometimes due to competition, some minor problems can erupt.

On several occasions mutual difference of opinion may surface. To resolve this, we require self restraint.

The organization may at times witness divergent directions. To overcome this, we require coordination.

Our influence among the people may at times appear to be weakening. To overcome this, we require firm struggle.

Today is the era of communication. In this age of media, it is important to appropriately use the various channels of communication. However, our basic attention should be focused on the making a live contact with the masses at the grassroots. Only then our actual influence on politics will be truly visible. And this influence will finally help us reach our destination.

Apart from the workers and sympathizers of the BJP, I want to appeal to all the voters of the country that in the forthcoming elections, they must definitely cast their votes. A negligent and lethargic attitude about casting one’s vote, despite having the capacity and facility to do so, in principle not only weakens the strength of democracy but in practice also paves the way for unhealthy elements into the polity which in turn is detrimental to the health of democracy. Voters should also bear in mind that they not only form the government by casting their vote but also indirectly pave the way for someone to form the government by not exercising their franchise. And such a government cannot truly reflect the will of the people. Therefore, I once again appeal to the people of the country, that they all must vote in the forthcoming elections to establish a government in the country and their respective states, which reflects the true will and aspirations of the masses.
